  <br />11 <br />483433v3 NE136-8 <br /> <br /> A list of all customer complaints, including a description of how each complaint <br />was resolved; <br /> A list of addresses of repeat offenders where education tags were left for residents <br />and why the tags were left; and <br /> A list of all missed pickups reported to the Contractor. <br /> <br />The monthly reports shall be sent by mail, fax or e-mail to the City’s Sanitarian. <br /> <br />2.22.3 Annual Performance Review Meeting <br /> <br />Upon receipt of the Contractor’s annual report, the City shall schedule an annual meeting <br />with the Contractor and the City’s Sanitarian. <br /> <br />The objectives of this annual meeting will include (but not be limited to): <br /> <br /> Review Contractor’s annual report, including trends in recovery rate and <br />participation; <br /> Efforts the Contractor has made to expand recyclable markets; <br /> Review Contractor’s performance based on feedback from residents to City staff; <br /> Review Contractor’s recommendations for improvement in the City’s recycling <br />program, including enhanced public education and other opportunities; <br /> Review staff recommendations for improving Contractor’s service; and <br /> Discuss other opportunities for improvement with the remaining years under the <br />current contract. <br /> <br />2.22.4 Annual Audit of Residential Participation Rate <br /> <br />The Contractor will perform an annual audit of the participation rate of residents in the <br />City. The Contractor will perform the audit during the spring or fall and will identify <br />homes that do not participate in recycling program. The Contractor will help in creating <br />promotional material, postcards or other methods, to target non-participants for <br />outreach/education. <br /> <br />2.23 Publicity, Promotion, and Education <br /> <br />The Contractor prepares and distributes a recycling flier to all residents each year. The <br />flier provides the year’s recycling dates and provides proper recycling set-out <br />instructions. The flier will also contain core Ramsey County recycling, waste reduction, <br />and re-use messages. Additional costs for the production of the brochure will be shared <br />between the Contractor and the City. The City also publishes a City newsletter that <br />contains recycling information and updates its website with recycling information and <br />instructions. <br />
