August 23, 2016 Page 6 of 7 <br />• Special Use Permit: To allow outdoor storage as an accessory use. <br />• Nonconforming Use Permit: To resolve existing conditions that do not meet current <br />zoning district standards. <br /> <br />Assistant Community Assets and Development/Planning Director Gundlach explained the applicant has <br />used this property for many years for the outdoor storage of containers for his business known <br />as The Big Blue Box. Currently, the applicant operates an office use in support of the storage <br />out of the Armstrong Rigging office building to the immediate west at 587 1st ST SW. The <br />applicant has indicated he has outgrown this space and wishes to construct a principal office <br />use on the property to support the outdoor storage need for The Big Blue Box. <br /> <br />Assistant Community Assets and Development/Planning Director Gundlach reported a full analysis of <br />the land use requests is provided in the attached Planning Report. Additionally, it is staff and <br />the applicant’s belief this site has wet soils and debris buried at depth, making traditional <br />construction methods not practical due to cost. With the modular office building, the applicant <br />has proposed eliminating the nonconformity of outside storage as a principal use. Staff finds <br />allowance of the modular construction to be a reasonable trade-off given the elimination of a <br />major use nonconformity. With incorporation of the conditions noted in the Resolution, staff is <br />recommending approval of the requests. <br />Councilmember Strub asked if this property would have an address going forward. Assistant Community <br />Assets and Development/Planning Director Gundlach noted an address would be assigned. <br />Councilmember Strub questioned if the applicant could provide further information about the business <br />expansion. Nick Houwman, Helman Architects, explained Bill Kirkpatrick had grown out of his current <br />location and was looking for a site to expand his business. He discussed the nature of Bill’s business noting <br />he bought, sold and rented storage containers. One of Blue Boxes largest customers was the Goodwill. <br />Councilmember Jacobsen was pleased that this industrial property would be greatly improved. <br />Mayor Johnson agreed and discussed the other properties in this industrial area that have been enhanced. She <br />encouraged the applicant to keep his property well maintained going forward. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Dean Lotter <br />City Manager Lotter had nothing to report. <br /> <br />Gina Bauman <br />Councilmember Bauman stated she had a wonderful time at Stockyard Days and thanked the <br />public for participating in this community event. <br /> <br />Brian Strub <br />Councilmember Strub agreed Stockyard Days was a great event. He noted the Public Safety <br />Department would be hosting story time at the Fire Station on Friday, August 26th at 10:30 <br />a.m. He reported the local schools would begin on Tuesday, September 6th and encouraged <br />motorists to be aware of students. <br /> <br />Mary Burg <br />Councilmember Burg reported the Park and Recreation Committee would be reviewing a new <br />program called Did You Know. She discussed the specifications behind this program and <br />looked forward to learning fun facts from this initiative. She stated PREC meets next on <br />Wednesday, September 7th. It was noted the Community Center would be closed September <br />5th through September 9th for cleaning and maintenance.
