August 23, 2016 Page 5 of 7 <br />Mayor Johnson thanked the entire DX team for their work on behalf of the City. She believed this meeting to <br />be an historic event as the Council would be taking a positive step forward to improve the City’s water. She <br />was confident in the decision that was being made by the Council and thanked staff for providing a thorough <br />report on this item. <br />Councilmember Burg appreciated the efforts of the DX team as well. She appreciated the fact that City staff <br />had visited several water treatment plants and had designed a system that could be self-maintained. She <br />understood another well may be created (Well #16) near Driftwood Park and requested that public water be <br />brought into this park. She then asked for further clarification on the cleaning standards that were being used <br />for the City’s water. Mr. Kiel reviewed the State’s water standards for 1,4-dioxane noting Minnesota had <br />much higher standards than other states. <br />Councilmember Strub believed the achievements being made by the City for its water treatment were <br />monumental. He understood safe drinking water was critical to the community and was proud of the work <br />being completed by the City. He questioned how much it would cost for to maintain and properly train staff <br />on the new system. Mr. Kiel stated he was working with Scott to plan the additional staff hours that would be <br />needed. He discussed the agreement with the Army and how this would be covered through the settlement. <br />He then reviewed the training that would be provided onsite by Trojan. <br />Councilmember Jacobsen stated he received a question from a resident wondering why New Brighton does <br />not stay on Minneapolis water and avoid the water treatment plant upgrades. City Manager Lotter explained <br />the City has an obligation to recover the contamination. Mr. Kiel added that it was the socially correct thing to <br />do to recover the City’s water given how water sources will be challenged in the future. He wanted to set the <br />City up for success. He understood the City had a great setup with the City of Minneapolis but noted this <br />water supply was vulnerable as well. Further discussion ensued regarding the process that will be followed <br />for the water treatment plant. <br />Councilmember Bauman questioned how informed the Army had to be throughout this process. Mr. Kiel <br />noted the agreements have been structured to ensure the Army was informed, but all decisions were being <br />made by the City. He reported the Army would be contacted at the 50% design phase and will receive all <br />reports from Barr Engineering. He explained the entire process was very transparent. City Manager Lotter <br />provided further comment on the nature of the relationship the City had with the Army based on the <br />structured settlement. He indicated a meeting was held yearly with the Army and Pentagon officials in <br />August or September of each year. He believed the relationship between the City and the Army was very <br />cordial. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consideration of a Resolution approving a Site Plan, Special Use Permit, and <br />Nonconforming Use Permit for an unaddressed property located on the 500 block of 1st ST <br />SW, Parcel Identification #323023120022. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt a Resolution <br />approving a Site Plan, Special Use Permit, and Nonconforming Use Permit for an unaddressed <br />property located on the 500 block of 1st ST SW, Parcel Identification #323023120022 subject to 12 <br />conditions. <br /> <br />City Manager Lotter indicated Assistant Community Assets and Development/Planning Director Gundlach <br />would be presenting this item to the Council. <br />Assistant Community Assets and Development/Planning Director Gundlach explained the applicant is <br />requesting the following land use approvals in support of construction of a 3,360 SF modular <br />office building, and supportive surface parking, landscaping and utility improvements, at the <br />unaddressed site (PID #323023120022) located immediately east of 587 1st ST SW: <br /> <br />• Site Plan: Required to ensure minimum industrial district development standards are <br />met and is necessary in order to secure a building permit. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />2.
