<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />August 23, 2016 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Brian Strub <br /> Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: Councilmember Gina Bauman <br /> <br />Staff in Attendance: Dean Lotter, Sarah Sonsalla, Terri Haarstad, Brenda Davitt, Craig Schlichting, Sandy <br />Brueur <br /> <br />Guests in Attendance: <br /> <br />Motion by Mayor Johnson, seconded by Councilmember Jacobsen to adjourn into a Closed Session <br />meeting pursuant to Minnesota Statutes Section 13D.05 subdivision 3(b) to discuss with the City <br />Attorney litigation filed by certain citizens of New Brighton regarding Ordinance 839; Changing <br />municipal elections from odd-numbered to even-numbered years. <br /> <br />4 Ayes, 0 Nays-Motion Carried <br /> <br />The meeting adjourned to Closed Session at 5:08 p.m. <br /> <br />Closed Session pursuant to Minnesota Statutes Section 13D.05, subdivision 3(b) to discuss with the City <br />Attorney litigation filed by certain citizens of New Brighton regarding Ordinance 839; Changing municipal <br />elections from odd-numbered to even-numbered years <br /> <br />The Council met in Closed Session to discuss the litigation being brought against the City regarding Ordinance <br />839. <br /> <br />Motion by Burg, seconded by Councilmember Jacobsen to reconvene the City Council worksession <br />meeting. <br /> <br />4 Ayes, 0 Nays-Motion Carried <br /> <br />The Council Worksession reconvened at 6:16 p.m. <br /> <br />2017 Budget <br />Lotter presented the 2017 Budget to the City Council. It was noted the levy and budget remain largely the <br />same as was previously discussed by the Council. He reported the updated tax base information was included <br />in the budget. He explained the Council would be approving the preliminary levy on September 13th. The <br />median value home owner tax impacts were then discussed at length. <br /> <br />Mayor Johnson commended the City and its staff for holding expenses steady during the downturn in the <br />economy, while still providing necessary City services.
