Consideration of Final Payment for City Project 16-2A, 2016 Seal Coating. <br /> <br /> <br />Motion by Councilmember Strub, seconded by Councilmember Burg to approve the Consent <br />Agenda as presented. <br /> <br />Councilmember Jacobsen discussed the rerouting of the Safe Routes to School near Hanson Park. <br />Councilmember Burg appreciated the grant received from the Met Council in the amount of $50,000. She <br />indicated these funds would be used to purchase water efficient toilets within the City’s parks. <br />Councilmember Bauman commented on the proposed sound wall and asked if a wall was being proposed for <br />the west side. <br />Mayor Johnson understood that the proposed sound wall would run along the east side of the freeway and not <br />the west, where the property was more commercial. Community Assets and Development Director <br />Schlichting reviewed the location of the two proposed sound walls within New Brighton. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />Public Hearing <br /> <br />None. <br /> <br />Council Business <br />1. Consideration of Resolution Adopting the Proposed Tax Levy for Taxes Payable <br />in 2017 and setting the meeting dates for the 2017 Budget Discussion with <br />Public Comment and the Determination of the Final 2017 Tax Levies. <br /> <br />Motion by Councilmember Strub, seconded by Councilmember Burg to adopt a Resolution <br />approving the Proposed Tax Levy for Taxes Payable in 2017 and setting the meeting <br />dates for the 2017 Budget Discussion with Public Comment and the Determination of the <br />Final 2017 Tax Levies. <br /> <br />City Manager Lotter discussed the purposes and objectives of the City. He reported New Brighton was to <br />provide effective services to the City and its residents, provide services in a cost conscious way, while also <br />providing adequate funding for these services. He summarized the 2017 budget noting Minnesota State <br />Statute requires all cities in excess of 2,500 in population, to adopt a preliminary tax levy and <br />budget by September 30th for the upcoming fiscal year. Once the preliminary levy is adopted it <br />can be lowered but not increased. This proposed tax levy will be used by Ramsey County to <br />prepare parcel specific tax notices which are mailed to every property owner within the City <br />later in November. <br /> <br />City Manager Lotter indicated the City is also required to certify the dates selected for our <br />“Budget Discussion with Public Comment” meeting, and the meeting when the final tax levies <br />are determined, to Ramsey County on or before September 30th. It is recommended that the <br />2017 Budget Discussion with Public Comment meeting be held Tuesday, December 6th at 6:30 <br />p.m. (the first Tuesday of the month). The final 2017 budgets and tax levies will be adopted <br />during the regular City Council business meeting on Tuesday, December 13th at 6:30 p.m. (the <br />9.
