The sewer easement in question lies central to the property and runs north/south in
orientation. This easement runs partially underneath the existing building and does not contain
any utilities. The property owner is attempting to sell the property and the applicant (and
proposed buyer) wishes to construct an addition to the building necessitating the vacation
process. Public Works staff investigated and determined no public utilities exist within this
easement area. An additional 10’ sanitary sewer easement exists just to the west of the rear
property line. This easement will remain. No recorded document numbers have been located
confirming the easement was recorded at Ramsey County; however, the easement is depicted
on County half-section maps. Thus, staff is recommending it be vacated to remove any
uncertainty regarding its existence and vacation.
Councilmember Jacobsen asked if this sewer easement ran along the entire corridor or only on this property.
Assistant Community Assets and Development/Planning Director Gundlach understood the easement
does run along the property to the south.

Motion by Councilmember Jacobsen, seconded by Councilmember Strub to open the
Public Hearing.

5 Ayes, 0 Nays - Motion Carried

The Public Hearing was opened at 6:42 p.m.

Mayor Johnson asked for additional comments, there were none.

Motion by Councilmember Jacobsen, seconded by Councilmember Strub to close the
Public Hearing.

5 Ayes, 0 Nays - Motion Carried

The Public Hearing was closed at 6:42 p.m.

5 Ayes, 0 Nays-Motion Carried

2.
