The proposed plans depict the <br />stone cabinets 15.5’ from the eastern, north-south property line where Zoning Code <br />Section 4-030 (1) requires 30’. <br /> <br />Assistant Community Assets and Development/Planning Director Gundlach reported the proposed <br />improvements are located at the southeast corner of the cemetery, which is located at the <br />northwest corner of 7th ST NW and 11th AVE NW. Two of the proposed stone cabinets <br />measure 2.5’ x 7.5’ and the third cabinet measures 2.5’ x 10’. The narrative explains the <br />cabinets would be 3-5 rows in height, with the attached Project Images depicting four row <br />cabinets. Two benches are proposed between the stone cabinets and the easterly, north-south <br />property line. Additionally, three bituminous parking stalls are proposed, 6’ wide concrete <br />walkways with accent granite pavers, planters, landscaping, a small internal <br />directional/identification sign, and an area to accommodate a future sculpture. <br /> <br />Assistant Community Assets and Development/Planning Director Gundlach indicated the Planning <br />Commission reviewed the request against the special use and variance criteria. The <br />Commission found all criteria was met based on the findings outlined in the Resolution, <br />subject to five conditions. <br />Councilmember Jacobsen stated St. John’s has been long standing fixture in the community. He commended <br />the members of St. John’s for working to enhance the image of the cemetery. <br />Councilmember Strub asked if a cap would be set on the cabinet height. Assistant Community Assets and <br />Development/Planning Director Gundlach explained this had not been addressed by the Planning <br />Commission. She understood the applicant was requesting three to five rows per cabinet. <br />Anything beyond this would have to be reviewed by the City Council. <br />Councilmember Bauman questioned if the height of the future cabinets was known. Assistant <br />Community Assets and Development/Planning Director Gundlach reviewed the heights of the cabinets <br />as proposed by St. John’s. <br />Councilmember Bauman approved of the landscaping plan and believed the columbaria <br />portion of the cemetery would appear peaceful. She questioned how many people would be <br />visiting this area. Gerald Blansky, 2933 Wooddale Drive in Mounds View, explained he has <br />been a member at St. John’s since 1932. He was uncertain how many people would be visiting <br />the columbaria. <br />Councilmember Burg asked what the capacity would be for the columbaria. Mr. Blansky <br />understood approximately 300 urns would be able to be stored within the proposed columbaria. <br />Mayor Johnson believed St. John’s had created a respectful and beautiful plan. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2.
