<br />Councilmember Bauman believed this was too high. She asked what the City was trying to do with the <br />charitable contributions. <br /> <br />Mayor Johnson explained this money could be contributed to any local 501C3’s within the City to give back to <br />the community. She believed that 25% to 30% may be a more realistic number to begin with. <br /> <br />Councilmember Burg apologized for arriving late to the meeting. She asked if the City had to designate where <br />contributions had to be made. Sonsalla explained that the Ordinance, as written, states that donations would <br />have to be made within the New Brighton trade area. <br /> <br />Councilmember Strub questioned if the City’s permit would have to be renewed annually. Sonsalla stated this <br />would be required, along with State permitting. <br /> <br />Councilmember Bauman inquired if the Council was going to limit the number of charitable gambling permits <br />within the City. Sonsalla stated the City does not get to regulate the number of charitable permit holders <br />within the City, this was determined by the local establishments within the community. <br /> <br />Councilmember Strub asked if the Ordinance could be written in such a manner that all new organizations have <br />to follow the new rules while current operators can operate under existing rules. <br /> <br />Councilmember Jacobsen reported that the permits would have to be renewed on a yearly basis and then <br />discussed how a sunset clause could be offered to address this issue. <br /> <br />Mayor Johnson stated another option would be to ween the existing charitable gambling license holders away <br />from their current percentages over time in order to get them to contribute 30% to the local trade area in time. <br /> <br />Councilmember Bauman and Councilmember Jacobsen supported this idea and believed this would be a good <br />talking point. <br /> <br />Mayor Johnson questioned the typical publication period for Public Hearings. Lotter discussed the typical <br />period noting it would take at least 14 days. He recommended a Public Hearing be held a month from now to <br />allow for proper notification. <br /> <br />Mayor Johnson supported a percentage range being posted within the notification being 5% to 40% just to get <br />discussion started.
