<br />Councilmember Jacobsen supported staff’s recommendation as well. <br /> <br />Councilmember Bauman asked how Comp Plan updates would be streamlined by the Council. Lotter <br />recommended this Council meet with HGI reps to address the steps that will be followed for the Comp Plan <br />updates. <br /> <br />There was Council consensus to direct staff to proceed with HGI to assist with the Comp Plan updates. <br /> <br />Charitable Gambling Discussion <br />Lotter stated the regulation of charitable gambling within New Brighton was brought to the Council’s attention <br />several months back. He stated the Council was being asked if they wanted to bring about an Ordinance to <br />address this issue going forward. <br /> <br />Sonsalla explained the City does not currently have a lawful gambling Ordinance. She understood the Council <br />was interested in regulating lawful gambling by requiring a permit in addition to requiring permit holders to <br />expend all or a portion of their earnings within the City’ trade area. She reviewed a draft lawful gambling <br />Ordinance with the Council. It was noted some cities have residency requirements written into their <br />Ordinance, however staff did not advise the Council to proceed in this manner as was not authorized by State <br />law. She requested the Council review the Ordinance and provide staff with feedback. <br /> <br />Mayor Johnson understood the concern to be allowing charitable gambling within the City and not having <br />some of these dollars returned to the City. <br /> <br />Councilmember Bauman did not understand why the City would want to regulate what happens at nursing <br />homes. She questioned if 45 days was needed to approve a permit. Tony believed this was necessary in order <br />to conduct a proper background check for a lawful gambling permit. <br /> <br />Councilmember Jacobsen and Councilmember Strub supported a more expedited process for one-time event <br />gambling license holders such as Stockyard Days and that a more thorough process be held for pull tab <br />operators. Sonsalla reviewed the State requirements regarding off-site gambling permits. <br /> <br />Councilmember Jacobsen recommended the City’s Ordinance refer to this State language. He questioned the <br />cost of the background check for a gambling permit. Tony estimated this cost to be around $250. <br /> <br />Mayor Johnson questioned if the City could grandfather in Big Louie’s and St. Mary’s. Sonsalla stated this <br />would depend on when the Ordinance would go into effect and the language included within the document. <br />She explained the point of the Ordinance was to require a City permit. <br /> <br />Mayor Johnson asked that a sunset clause be written into the Ordinance. <br /> <br />Councilmember Strub stated this would be his preference as well. <br /> <br />Further discussion ensued regarding the percentage that should be spent within the local trade area. <br /> <br />Mayor Johnson did not want to kick St. Mary’s out of the City. She suggested the Council devise a <br />percentage, have this sent to the charitable gambling organizations within the community and that this be <br />further discussed at a future public hearing. <br /> <br />Councilmember Strub suggested this percentage be set at 45% or 50%.
