October 25, 2016 Page 3 of 6 <br />Hoover, who was near the male, reached for the weapon and pushed the male away as they both <br />struggled for the handgun. Flannigan began to assist Hoover and they were eventually able to <br />disarm the male and the suspect fled. The suspect was later identified, charged, and later convicted <br />of possession of a firearm without a permit. On that day, both Flannigan and Hoover took prompt <br />and alert action, without regard for their own personal safety, to stop a criminal from reclaiming a <br />stolen firearm. Their actions, observations, and witness statements were crucial elements in the <br />successful prosecution of the male. For these actions, staff is awarding Robert Flannigan and Troy <br />Hoover the City of New Brighton Department of Public Safety Civilian Service Award. A round of <br />applause was offered by all in attendance. <br />Mayor Johnson commended Robert Flannigan and Troy Hoover for their heroic actions and for <br />being great citizens. <br />Councilmember Bauman believed the actions of Robert Flannigan and Troy Hoover were amazing <br />and made this a great community to live in. <br /> <br /> 3. Acceptance and Recognition of Step Two in the GreenStep Cities Program <br /> <br />Community Assets and Development Director Schlichting stated GreenStep Cities is a voluntary <br />program municipalities can utilize to provide information and a framework to engage in <br />sustainable behaviors. Being a GreenStep City provides direct access to free technical <br />assistance and/or advisors that can help guide New Brighton to achieve sustainability through <br />the implementation of best practices, which focus on cost savings, energy use reduction and <br />innovation. These practices can be actions that have already been completed or implemented <br />by the City. Staff reviewed the best practices for Greenstep cities. He explained during the initial <br />phase of entering the GreenStep Cities program, New Brighton answered several questions to <br />indicate that New Brighton is an “A” City. “A” Cities are required to implement additional best <br />practices, and as New Brighton completes the required number of best practices for each step it <br />will become recognized for its actions. The four steps of recognition that currently exist are: <br /> <br />1. Step One: for cities that have passed a city resolution, posted city information on the <br />GreenStep website, indicated which best practices the city initially plans to implement, and <br />described already implemented best practices. (COMPLETE) <br />2. Step Two: for “A” cities that have implemented 8 best practices. (COMPLETE) <br />3. Step Three: for “A” cities that have implemented 16 best practices. <br />4. Step Four program requirements are in development, based on the experiences of <br />recognized GreenStep Cities. <br /> <br />Diane McQuon, GreenStep Cities, presented the City with the Step Two Award on behalf of <br />the GreenStep Cities Program. <br />Mayor Johnson commended staff and the City for their energy savings efforts. <br />Councilmember Strub was proud of the strides the City was taking towards sustainability and <br />energy efficiency. He appreciated the fact the City was taking the lead in this initiative. <br /> <br />Consent Agenda <br />1. Consideration to Approve Payments: <br /> a. EFT #1066 to 1068 for $5,775.84. <br /> b.
