He wanted to make sure that when he was done with this role whether in <br />one year or numerous years, that the Council had credibility and would be able to address critical issues as a <br />body in an efficient manner. He believed the Council was very vulnerable at this time. <br /> <br />Mayor Johnson stated this was a very good point. She commented there have been some instances in the past <br />year where she hasn’t been at her best and Councilmember Bauman has not been at her best. She wanted to <br />see the Council get beyond this. She indicated the decision made last November was what the Council thought <br />was right or in the best interest of the City of New Brighton. She wanted to see the Council get beyond this <br />issue and insisted that the Code of Conduct be addressed. <br /> <br />Ms. Strandell believed it was a good idea to revisit the Code of Conduct only if the Council agrees to not re- <br />litigate issues of the past. It was her opinion there were more things the group agreed on than disagreed on. <br />She wanted to assist the Council in finding a better way to work together and communicate. <br /> <br />Councilmember Burg discussed a forum she attended where Arnie Carlson was a guest speaker. She <br />encouraged the entire Council to watch this forum online. <br /> <br />Mayor Johnson stated this has been her first year serving as Mayor. She explained it has been difficult coming <br />in and running the meetings. She believed New Brighton was the best place on earth. She was not interested <br />in reviewing the strategic plan line by line, but rather wanted to open up and allow for initiative and <br />innovation. She thought this may allow the Council to focus before entering into the Comp Plan revisions. She <br />wanted to see the City’s motto revised as well. <br /> <br />Councilmember Strub agreed it would benefit the City to discuss innovative ideas for the community with <br />regard to its commercial/retail space. He wanted New Brighton to stake its claim with the surrounding north <br />suburban medical alley. <br /> <br />Lotter stated part of the strategic priorities was to have the EDC address sense of place. He encouraged the <br />Council to consider this topic early in 2017. <br /> <br />Ms. Strandell supported the Council coming up with a clear vision for the near future. <br /> <br />Mayor Johnson believed a part of this will be addressed as the Council went through the Comp Plan <br />amendment process. <br /> <br />Councilmember Bauman had another idea on who the Met Council was. She suggested that each <br />Councilmember be allowed to provide what they think is best for New Brighton with a new look, and not just <br />address the Met Council requirements. <br /> <br />Councilmember Strub hoped the Comprehensive Plan could be addressed by the Council throughout the year <br />and encouraged the Council to promote the City’s best qualities through this process to the public. Lotter <br />reported the Council would be meeting with HKGI on November 9th to discuss the Comprehensive Plan. <br /> <br />Ms. Strandell summarized the comments she had received from the Council thus far. <br /> <br />Councilmember Burg discussed how far the City has come over the past fifteen years and wanted the Council <br />to keep focused on the future. <br /> <br />Ms. Strandell asked if New Brighton completed a community survey. Lotter stated the City does complete a <br />survey every other year. He noted the next survey would be completed in 2017. He discussed the City’s
