response rate. <br /> <br />Ms. Strandell questioned if the survey results were made available to the public. Lotter described how the <br />survey findings were communicated to the public. <br /> <br />Mayor Johnson discussed the City’s new website. <br /> <br />Lotter stated he would like further guidance from the Council on how worksession topics are selected. He <br />understood a large portion of the topics were driven by functions and mechanics of the City. He commented <br />on the major accomplishments the Council had achieved over the past year through each department in the <br />City. <br /> <br />Mayor Johnson discussed the redevelopment enhancements that have occurred to the businesses along Old <br />Highway 8. She understood that the Council needed to leave some worksession meetings open for discussion <br />topics. Lotter stated this flexibility would allow the Council to discuss topics that arise. <br /> <br />Councilmember Bauman recommended the worksession schedule be reevaluated by the Council to allow the <br />Councilmembers to address the wants of the entire body. <br /> <br />Councilmember Jacobsen agreed this would be a good idea going forward and suggested more time be spent <br />reviewing these topics at the first worksession meeting of the month. <br /> <br />Councilmember Burg wanted to see the Council have more flexibility as well. <br /> <br />Discussion ensued regarding topics discussed by the Council in worksession and again at a Council meeting. <br /> <br />Ms. Strandell stated she would create a pre-retreat survey with staff’s assistance prior to the team building <br />retreat. She then described how she would format the retreat. <br /> <br />Councilmember Strub expressed frustration with the Council’s Consent Agenda process. He believed there <br />were some fundamental trust issues and looked forward to addressing the Council’s Code of Conduct. <br /> <br />Councilmember Bauman described why she opposed Consent Agenda items at time and stated it was not a <br />game and was not political. <br /> <br />Councilmember Strub wanted this issue addressed but did not want to have staff to sit in on the conversation. <br />Ms. Strandell believed this issue could be addressed at the team building retreat and described how she would <br />work through this with the Council.
