She stated, however, that the Council was to act as a group and communicate as a group. She believed that <br />Councilmember Bauman acted backhandedly against the Council’s decision and stated she would have been <br />better of having someone else pursue the petition. <br /> <br />Councilmember Bauman stated she had a 15-minute conversation with the City Attorney regarding the legality <br />of the petition and that was it. <br /> <br />Mayor Johnson believed that the actions of Councilmember Bauman were unethical. <br /> <br />Councilmember Bauman believed the petition was a City matter. <br /> <br />Mayor Johnson stated this was not a City matter, but rather was a personal concern. She explained she was <br />ready to end this conversation until Councilmember Bauman could see what she had done. <br /> <br />Councilmember Bauman explained she was simply speaking to the City Attorney because she believed the <br />action of the Council was unlawful. <br /> <br />Councilmember Burg commented that Councilmember Bauman’s actions put the City Attorney in a difficult <br />position. <br /> <br />Mayor Johnson indicated she had just attended training on ethical behavior prior to all of this occurring and she <br />did not believe Councilmember Bauman’s actions were proper. She suggested Councilmember Bauman draft <br />a note for the Council to consider. <br /> <br />Councilmember Bauman stated if three members of the Council supported her being reappointed this item <br />should be considered. <br /> <br />Councilmember Burg understood there was a disagreement on this issue but wanted the matter to move <br />forward. She requested the Council state how they stand on this matter. <br /> <br />Mayor Johnson opposed reappointment. <br /> <br />Councilmember Jacobsen believed the Council would benefit by having all members serving as liaisons and he <br />supported the reappointment of Councilmember Bauman. <br /> <br />Councilmember Burg reiterated that she has lost a lot of trust in Councilmember Bauman and this trust would <br />be hard to regain. She did not see any benefit in continuing this conversation and recommended <br />Councilmember Bauman be reappointed. <br /> <br />Councilmember Strub stated he could not support reappointment because there was no acknowledgement on <br />Councilmember Bauman’s behalf of the general principles that have been established by the City Council. He <br />was extremely frustrated and his vote at this time was to not reappoint Councilmember Bauman. He <br />recommended this matter not be considered until January 2017. <br /> <br />Councilmember Burg disagreed with what happened, but did not see the benefit of pushing this issue out to <br />January 2017. She believed the Council would never come to an agreement on this issue. She stated <br />Councilmember Bauman did not have the ethics she would like to see; however, she was willing to reappoint. <br /> <br />Mayor Johnson suggested Councilmember Bauman be reappointed to the EDC but not the Cable Commission. <br />
