The 2007B bonds netted the City <br />$1,085,467 in present value benefit or $1,381,580 total interest over the life of the bonds. <br />Overall, the City’s TIF program, and more specifically New Brighton Exchange are doing well <br />with no major financial issues requiring further action. <br />Mayor Johnson explained the TIF report was available on the City’s website within the November 9th <br />meeting packet. <br />Councilmember Strub thanked Ehlers for their thorough report. He encouraged the public to review the <br />report and to better familiarize themselves with tax increment financing. <br />Mayor Johnson requested further comment from Ehlers on what TIF is and how the City uses it. Jeanne <br />Vogt, Ehlers, defined tax increment in further detail with the Council and explained how TIF <br />was to be used for new projects and redevelopments that would not go forward “but for” the <br />use of TIF. She described how the new tax value was captured and used to assist with the <br />project. <br />Councilmember Burg thanked staff for the thorough description. She provided further <br />comment on how the City was working to broaden its tax base. <br />Councilmember Jacobsen appreciated the great work Ehlers has completed on behalf of the <br />City of New Brighton. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Dean Lotter <br />City Manager Lotter reported staff and the DX response team met with a St. Anthony City <br />Engineer to discuss the City’s water treatment facility. He explained next spring a sizeable <br />project would be brought forward. He stated staff would be meeting with the Army on <br />Tuesday, December 6th to review the AOP plans. He then updated the Council on the progress <br />being made at the DCS water treatment facility. He indicated the City’s new website has been <br />getting a lot of traffic and analytics would be provided to the Council in an upcoming memo. <br />He noted the old website would be turned off in the coming weeks. He stated the employee <br />appreciation event would be held on Thursday, November 10th at 8:00 a.m. at the Community <br />Center. He updated the Council on the recent election, the number of early voters and thanked <br />all who were involved in assisting City staff with the General Election. <br /> <br />Gina Bauman <br />Councilmember Bauman discussed the upcoming Veteran’s Day celebration and thanked all <br />veterans for their sacrifice and service. <br /> <br />Brian Strub <br />Councilmember Strub thanked Councilmember Paul Jacobsen for his service to the country. <br />He then thanked City Clerk Haarstad, her team and all of the election judges for assisting with <br />the election. He was proud of all City staff, the efficient manner in which polling location <br />functioned, and the integrity that was upheld during the recent election. He indicated the next <br />Blood Drive would be held on Thursday, November 17th at the Public Safety Center. He <br />reminded the public that a solicitor’s license was required in the City.
