PLANNING REPORT <br /> <br />DATE: March 10, 2016 <br />CASE: LP2016-001, SP2016-003 <br />SUBJECT: Site Plan & Special Use Permit for Improvements to Water Treatment <br />Plant #1 at 3001 5th Street NW <br />APPLICANT: City of New Brighton <br /> <br />REQUEST & BACKGROUND <br />City staff is initiating Site Plan and Special Use Permit applications facilitating various interim <br />and long term solutions for 1,4-dioxane treatment of New Brighton’s drinking water. <br />Specifically, the Site Plan and Special Use Permit are necessary to construct a new building and <br />an expansion to the existing plant, known at Water Treatment Plant #1 (WTP1) at 3001 5th Street <br />NW. Zoning Code Section 4-030(2) states that service structures, public or private, including <br />deep wells, elevated tanks, and similar structures and uses are specially permitted uses within the <br />R – 1, Single Family Residential zoning district. Lastly, a Site Plan approval is necessary in <br />order to secure building permits for these improvements. <br /> <br />The request entails the following: <br /> Construction of a new 38’ x 60’ freestanding building to be known as the Distribution <br />Control Station (DCS). This building will be located at the south end of the existing <br />driveway into the site. <br /> Construction of an expansion to WTP1, measuring no larger than 65’ x 95’. This <br />expansion will house the new technology for the treatment of 1, 4-dioxane, which will be <br />used in conjunction with the existing treatment systems within the plant. <br /> Various supporting utility and landscaping improvements. <br /> <br />The level of plan detail provided with this request is not as refined as would typically be <br />necessary for the land use approval process. However, this project is very time sensitive and in <br />order to meet scheduling needs it is important to secure land use approval at this time. Because <br />this is a City project, staff will be working with our consultants to ensure all final plans meet <br />minimum ordinance requirements. The attachment plans are conceptual in nature but do depict <br />the best available information to date and are sufficient to ensure the minimum Site Plan and <br />Special Use Permit requirements will be met. All final plans will be submitted to the City <br />Council for approval. <br /> <br />It should be noted, the information contained within this report only addresses to the land use <br />components of this project. While there may be references to certain water treatment technology <br />or processes, that information should not be construed as being a complete representation of the <br />actual remedies being sought to treat New Brighton’s drinking water, as this is a highly technical <br />matter. All drinking water matters are submitted to the City Council for review and approval. <br />However, staff will ensure appropriate expertise is available at the meeting to address questions <br />or concerns from Commissioners or the public. <br /> <br />ATTACHMENTS <br />A – Resolution <br />B – Project Location Map <br />C – Zoning Map <br />D – Aerial Photo
