That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />e. That the special use shall in all other respects conform to the applicable regulations of the <br />district in which it is located. <br />9. The Planning Commission determined the special use standards were met based on the <br />following findings: <br />a. The improvements are consistent with the existing use of the property and the <br />surrounding use to the west and south of Minneapolis Water Works. <br />b. Adequate screening exists, and the topography is such that, there are no residential uses <br />directly visible from WTP1 nor is WTP1 directly visible from nearby residential uses. <br />c. The maximum floor area ratio of 0.35 required under Zoning Code Section 4-030(2) is <br />met at 0.20. <br />d. The proposed improvements are necessary to ensure interim and long term clean drinking <br />water needs are met throughout the City. <br /> <br />NOW THEREFORE BE IT RESOLVED, that based upon the above findings of fact the application for <br />a Site Plan (LP2016-001) and Special Use Permit (SP2016-003) are hereby recommended to the <br />City Council for approval, subject to the following conditions: <br />1. Final plans are submitted to the City Council for approval. <br />2. The Landscape Plan shall be reviewed by the Planning Director and City Forester to ensure <br />compliance with the landscaping standards of Zoning Code Section 8-010(2). <br /> <br />ADOPTED this 15th day of March, 2016 by the New Brighton ________________ with a vote of <br />__ ayes and __ nays. <br /> <br /> <br /> <br /> <br /> <br />ATTEST: <br /> Bruce Howard, Planning Commission Chair <br /> <br /> <br /> Janice Gundlach, Asst.
