PLANNING REPORT <br /> <br />DATE: May 13, 2016 <br />CASE: LP2016-003, SP2016-006 <br />SUBJECT: Site Plan and Special Use Permit to permit construction of a new 45,500 <br />SF interior climate controlled self-storage building <br />APPLICANT: Simply Self Storage <br /> <br />REQUEST & BACKGROUND <br />The applicant is requesting a Site Plan and Special Use Permit to facilitate construction of a <br />45,500 SF interior, climate controlled self-storage facility at the existing Simply Self Storage site <br />at 251 5th Street NW. The site currently contains six buildings of self-storage garage structures. <br />In order to make room for the new structure, the existing northeasterly structure, measuring 351’ <br />x 31’ or 10,951 SF, will be removed. This structure was chosen for removal as it has <br />experienced structural failure and is in need of replacement. A Site Plan is required in order to <br />obtain a building permit for construction of new buildings within commercial and industrial- <br />zoned property. <br /> <br />The self-storage use is considered warehousing, which is a permitted use under I – 1, Light <br />Industrial zoning. At the time the use was originally approved, outdoor storage was a permitted <br />accessory use. In the late 1990’s, outdoor storage as an accessory use was changed to a specially <br />permitted use. As such, the applicant is requesting a Special Use Permit to continue to store <br />vehicles outdoors on the site. The intent with the Special Use Permit at this time is to designate <br />approved areas for the outdoor storage of vehicles. <br /> <br />This property contains a large, green front yard off of County Road E2. The applicant’s plans <br />depict “pond by City”. The City is in the process of reconstructing the City streets north of <br />County Road E2, between I-35W and Old Highway 8 NW (5th AVE NW). Included in the <br />overall scope of work is reconstruction of the section of County Road E2 from the I-35W bridge, <br />west to 5th AVE NW. To accommodate the required storm water features and a new lift station, <br />the City purchased a permanent drainage and utility easement over the applicant’s front yard. <br />Included within the City’s project, the City will relocate the applicant’s ground sign near the <br />County Road E2 entrance and reconstruct the existing chain-link fence running east-west, at the <br />north end of our drainage and utility easement, between the pond and the applicant’s developed <br />site.
