Staff finds the existing <br />screening to be sufficient to meet this standard. <br /> <br />Public Safety Comments <br />Public Safety staff have reviewed the plans and submitted no concerns for consideration. <br /> <br />Public Works/Engineering Comments <br />The City Engineer has reviewed the plans and provided comments, which are included as <br />Attachment H. The civil plans are lacking the necessary storm water and utility information to <br />be able to fully acknowledge acceptance at this time. At the time of building permit submittal, <br />the applicant will be required to incorporate all recommendations noted within the Interoffice <br />Memo. The applicant is hereby advised that if storm water and/or utility designs cause <br />substantive changes to the Site Plan, it will have to be reconsidered before the Planning <br />Commission and City Council. <br /> <br />To conclude, based upon the above analysis all Site Plan criteria have been met, subject to the <br />applicant submitting a revised Landscape Plan. This plan will be reviewed prior to Council <br />consideration to ensure minimum standards are met. Additionally, the applicant must submit <br />more comprehensive civil plans at the time of building permit. With these noted conditions, <br />staff would recommend approval of the Site Plan. <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />The exterior storage of vehicles has been permitted on this site since the original development <br />approval, when exterior storage was a permitted accessory use. With the investment the <br />applicant is proposing to the site, staff has recommended the applicant seek approval of a Special <br />Use Permit to comply with the current Zoning Code requirement of a Special Use Permit for <br />outdoor storage. <br /> <br />The applicant only intends to permit the outdoor storage of vehicles (cars, trucks, busses, trailers, <br />recreational vehicles, etc.) and only in designated areas. The designated areas are located as <br />follows: <br /> Within the parking area located central to the site, in parking stalls running east-west <br />between the northerly two buildings and southerly four buildings, and <br /> Within the parking area located north and south of the most southeasterly located <br />building. <br /> <br />The vehicles allowed to be stored on site shall only be vehicles that are in good, operable <br />condition with current license tabs. <br /> <br />In order to recommend the City Council approve a Special Use Permit, the Planning Commission <br />shall find compliance with the below special use standards of Zoning Code Section 8-130 (staff <br />responses in italics): <br /> <br />(1)That the establishment, maintenance, or operations of the special use will not be detrimental <br />to or endanger the public health, safety, morals, comfort or general welfare. <br /> <br />Staff finds this criterion to be met.
