Landscaping <br />The landscaping requirements are based upon added building square footage and surface parking <br />lot expansions of 50 stalls or greater. With the applicant proposing to demolish 10,951 SF, <br />coupled with the new 45,500 SF, the net building square footage added totals 34,549 SF. The <br />parking stalls additions do not rise to 50 stalls. Thus, Zoning Code Section 8-010 (2) (D) would <br />require the following landscaping improvements: <br /> 35 canopy trees with a 50/50 split of deciduous and evergreen, and not more than 30% <br />(10 trees) of a single species. <br /> 115 shrubs <br /> <br />Based on the applicant’s proposed Landscape Plan, the following landscaping improvements are <br />proposed: <br /> 17 trees (all deciduous) <br /> 42 shrubs <br /> <br />The submitted Landscaping Plan does not meet minimum standards. The applicant has been <br />advised of this and will be submitting a revised Landscaping Plan meeting the minimum <br />requirements of Zoning Code Section 8-010 (2) (D). This is noted as a condition of approval. <br /> <br />Lighting <br />Zoning Code Section 11-010 (6) provides for lighting standards when an adjoining property is <br />used for residential. While no adjoining property is residential, residential property does exist on <br />the north side of County Road E2. The applicant has submitted a photometric lighting plan to <br />demonstrate compliance with the 0.4 foot-candle maximum at ground level. <br /> <br />No ground lights are proposed. Minimal wall mounted lights are proposed but will comply with <br />the standards within the Building Code. The applicant is also advised that any lighting shall be <br />downward casting and shielded, per Zoning Code Section 11-010 (6). <br /> <br />Exterior Building Materials <br />The General Performance Standards of Zoning Code Section 6-390 include an exterior building <br />treatment standard in paragraph (12) that states “the exterior treatment on the street side of the <br />structure shall be brick, stone, tilt-up slabs, architectural metal panels, decorative block, or the <br />equivalent. The other sides of the structure shall not be raw block”. <br /> <br />The applicant’s plans indicate the proposed structure consist of decorative and pigmented <br />masonry block, brick veneer, with limestone accents, tinted glazing with black metal trim and <br />decorative metal panels. The Proposed Color Renderings, provided as an Attachment to this <br />report, depict a higher level finish on the street (or north) façade. These materials include brick <br />and limestone veneer. The rest of the building will not consist of raw block, but of corrugated <br />metal siding. Staff finds these materials to be in compliance with the Zoning Code. <br /> <br />Outdoor Storage <br />The General Performance Standards of Zoning Code Section 6-390 (10) include a requirement <br />that outdoor storage be screened from public rights-of-way. Based on the current location of the <br />outdoor storage, it is not be visible from County Road E2 (5th ST NW) or Interstate 35W. This is <br />because it is screened from County Road E2 by existing buildings and from vegetation from <br />Interstate 35W. Even during leaf-off conditions, the outdoor storage area is minimally visible
