The proposed use of self-storage is a permitted use in the I – 1, Light Industrial zoning <br />district. <br />6. The property currently consists of 70,930 SF of self-storage garage stalls lying with six <br />single story structures. <br />7. The applicant proposes to demolish the 10,951 SF most northeasterly lying building and <br />construct a new 45,500 SF interior climate controlled self-storage facility and related <br />parking, landscaping, and utility improvements. <br />8. A Site Plan is required in order to secure a building permit for construction of a new structure <br />within commercial or industrial-zoned property. <br />9. The Planning Commission reviewed the Site Plan in accordance with the Zoning Code, more <br />specifically Chapter 6, Section 8-010, and Chapter 11 and found the proposed use, building <br />setbacks, parking setbacks, required # of parking stalls, floor area ratios, building height, <br />performance standards, landscaping, and lighting comply with all Site Plan requirements. <br />10. A Special Use Permit is required to permit the existing exterior storage of vehicles. <br />11. The Planning Commission considered the special use standards of Section 8-130 and found <br />all criteria to be met based on the following findings: <br />a. The exterior storage of vehicles on this site has occurred for many years without issue or <br />compliant. <br />b. The applicant has agreed to designated areas where the outdoor storage of vehicles may <br />be kept. The applicant has further agreed that all vehicles must be in good, operable <br />condition and contain current license tabs. <br />c. The outdoor storage area is paved so as to control dust. <br />d. The outdoor storage will not be visible from public rights-of-way or residentially zoned <br />property. <br />e. The proposed use will generate only 10-15 vehicle trips per day to the site. <br />f. None of the outdoor storage will cause noise, odor dust, smoke, glare, air pollution, <br />excessive or heavy vehicular traffic, bulk chemical storage, or fire or safety hazards. <br /> <br />NOW THEREFORE BE IT RESOLVED that based upon the above findings of fact the application for <br />a Site Plan (LP2016-003) and Special Use Permit (SP2016-006) is hereby recommended to the <br />City Council for approval, subject to the following conditions: <br />1. The Site Plan is developed in accordance with the plans submitted and made as Attachments <br />to this report. <br />2. Any substantive changes to the Site Plan as a result of civil (storm water or utilities) or <br />structural requirements (geotechnical), the Site Plan must be reconsidered before the <br />Planning Commission and City Council. <br />3. Implementation of the recommendations noted in the Interoffice Engineering Memo dated <br />May 12, 2016. <br />4. Any vehicles stored on site shall consist only of cars, trucks, busses, trailers, and recreational <br />vehicles that are in good, operable condition with current license tabs. All exterior storage of <br />vehicles is permitted only in the following locations: <br />a. Within the parking area located central to the site, in parking stalls running east-west <br />between the northerly two buildings and southerly four buildings. <br />b. Within the parking area located north and south of the most southeasterly located <br />building. <br />5. No hazardous materials will be allowed to be stored on-site. <br />6. All lighting shall comply with Zoning Code Section 11-010 (6).
