<br /> <br />5 <br /> <br />County Road E2, between I-35W and Old Highway 8 NW (5th AVE NW). Included in the overall scope of work <br />is reconstruction of the section of County Road E2 from the I-35W bridge, west to 5th AVE NW. To <br />accommodate the required storm water features and a new lift station, the City purchased a permanent drainage <br />and utility easement over the applicant’s front yard. Included within the City’s project, the City will relocate the <br />applicant’s ground sign near the County Road E2 entrance and reconstruct the existing chain-link fence running <br />east-west, at the north end of our drainage and utility easement, between the pond and the applicant’s developed <br />site. The applicant has indicated a desire to replace this fence with an 8’ black metal fence. Staff recommends <br />approval of the Site Plan and Special Use Permit, subject to the following conditions: <br /> <br />1. The Site Plan is developed in accordance with the plans submitted and made as Attachments to this <br />report. <br />2. Any substantive changes to the Site Plan as a result of civil (storm water or utilities) or structural <br />requirements (geotechnical), the Site Plan must be reconsidered before the Planning Commission and <br />City Council. <br />3. Implementation of the recommendations noted in the Interoffice Engineering Memo dated May 12, <br />2016. <br />4. Any vehicles stored on site shall consist only of cars, trucks, busses, trailers, and recreational vehicles <br />that are in good, operable condition with current license tabs. All exterior storage of vehicles is <br />permitted only in the following locations: <br /> a. Within the parking area located central to the site, in parking stalls running east/west between the <br />northerly two buildings and southerly four buildings. <br /> b. Within the parking area located north and south of the most southeasterly located building. <br />5. No hazardous materials will be allowed to be stored on-site. <br />6. All lighting shall comply with Zoning Code Section 11-010 (6). <br />7. The applicant shall implement the revised landscaping plan. <br />8. The applicant shall secure a separate sign permit for all ground and wall signage. <br /> <br />Chairperson Nichols-Matkaiti asked if the updated landscaping plan negates the language in Condition 7. <br />Planning Director Gundlach recommended Condition 7 be revised to read: The applicant shall implement the <br />revised landscaping plan. <br />Commissioner Danger requested further information on the building signage. Planning Director Gundlach <br />noted all signage was approved administratively by staff. She recommended the Commission add a condition <br />requiring the applicant to secure a separate sign permit. She noted two ground signs would be allowed on the <br />property, along with a freeway oriented sign and a wall sign facing 35W. <br />Joe Latozas, of DesignHaus Architecture, a representative for Simply Self Storage, discussed the proposed <br />improvements in further detail with the Planning Commission. He reported the climate controlled storage <br />would be a new amenity for New Brighton. <br />Commissioner Danger questioned if the storage was available 24 hours for renters. Heidi Costella, Simply Self <br />Storage, reported only four units within building 5 would have access 24 hours a day. All other units would <br />have access only during business hours, which are 9:00 a.m. to 6:00 p.m. <br />Commissioner Danger requested further information regarding the lighting plan. Planning Director Gundlach <br />reported no additional ground lights would be added to the property, but minimal wall mounted lights would be <br />put on the building. She drew the Planning Commission’s attention to the photometric plan. Mr. Latozas <br />reviewed the location of the new lighting on the site. <br />Commissioner Deick asked if the lights would be on all night or if they would be motion sensitive. Mr. Latozas <br />reported the lights would be on at all times in the evening hours. <br /> <br />
