<br /> <br />6 <br /> <br />Motion by Commissioner Deick, seconded by Commissioner McPherson to close the Public Hearing. <br /> <br />Approved 6-0. <br /> <br />Commissioner McPherson recommended Condition 8 be added requiring the applicant to comply with all City <br />signage requirements. The Commission was in agreement. <br />Councilmember Jacobsen understood this property has had water concerns. He questioned how this would be <br />addressed by the property owner. Mr. Latozas explained the new buildings would have supported slabs and <br />pilings to ensure the structure of the buildings were much deeper to address this concern. <br /> <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Frischman, to approve staff <br />recommendation, as amended. <br /> <br />Approved 6-0. <br /> <br /> <br />Commissioner Training: <br /> <br />Planning Director Gundlach explained City Clerk Terri Haarstad was present to provide commissioner training. <br />This presentation will discussion the following topics: <br /> <br /> City government basics <br /> New Brighton’s vision, mission, and goals <br /> General commission information <br /> EDC-specific information <br /> Commissioner conduct <br /> Communication expectations <br /> Open meeting law <br /> MN Government Data Practices Act <br /> <br />Planning Director Gundlach stated in addition to a brief overview of the above topics, the City Clerk will <br />review the transition from paper packets to electronic packets and distribute iPads to commission members. <br />Your attendance at the commissioner training is very important. Some commission members have received City <br />Attorney training on similar topics in the past, however many have not. Also, paper packets will no longer be <br />distributed and commission members will be expected to access their packet materials via a City-issued iPad. <br />Included in the commissioner training will be an overview of the application used for electronic packets. <br />Lastly, a lawyer from the City Attorney’s office will be in attendance to help address any questions or concerns <br />that may arise regarding these topics. <br /> <br />City Clerk Haarstad thanked the Commission for their time and passed out a packet of information to the <br />Commission members. She appreciated the Commission members’ willingness to serve their community. She <br />then provided the Planning Commission with training on compliance with Minnesota laws and expectations, <br />Council goals, data privacy issues, conflicts of interest, along with open meeting and gift laws. The City’s <br />vision statement, mission and goals were reviewed. She described the governance structure and function of the <br />City, the City Council, and the purpose of its commissions. It was noted all Commission members were to <br />support the direction of the City Council, but were advised they could acknowledge their opinion.
