I:\Commissions - NEW FOLDER\Planning Commission\2016\Working Docs\2016.07.19\Irondale Scoreboard SUP\SP2016-008 (Irondale High <br />School) - RESOLUTION.doc 1 <br />RESOLUTION <br />PLANNING COMMISSION <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF A SPECIAL USE <br />PERMIT FOR IRONDALE HIGH SCHOOL, 2425 LONG LAKE ROAD. <br /> <br />WHEREAS, an application has been made by Ron Broberg and John Ward on behalf of Independent <br />School District 621, to replace the existing baseball and softball scoreboards, and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br />1. An application for a Special Use Permit was received on June 23, 2016. <br />2. A public hearing notice was published in the July 6th edition of the New Brighton Bulletin. <br />3. Public hearing notices were mailed to property owners within 350’ on July 8, 2016. <br />4. The Planning Commission, pursuant to published and mailed notices, held a public hearing <br />on July 19, 2016 and all present were given a chance to freely speak at the hearing. <br />5. The Planning Commission recommended approval on July 19, 2016. <br /> <br />WHEREAS, the Planning Commission makes the following Findings of Fact with respect to the <br />Special Use Permit (SP2016-008): <br />1. The property is zoned R-1, Single Family Residential. <br />2. The property is guided in the Comprehensive Plan for Low Density Residential. <br />3. The property is legally described as follows: <br />Part of the NW ½ of Section 17, Township 30, Range 23, Ramsey County, <br />Minnesota. <br />4. The applicant has proposed to replace the existing 7’ x 16’ baseball scoreboard and the <br />existing 4’ x 12’ softball scoreboard. <br />5. The proposed baseball scoreboard will be 13.5’ x 25’ and be relocated from outside of right <br />field fence to right center field, outside of fence. <br />6. The proposed softball scoreboard will be 13’ x 25’ and be replaced in its current location. <br />7. The replacement scoreboards will be taller in total height (grade to peak of sign), with the <br />baseball scoreboard increasing from 19’ to 23’ and the softball scoreboard increasing from <br />12’ to 21’. <br />8. Both replacement scoreboards will be over 100’ from the eastern property boundary and <br />several hundred feet from the north, south, and west property boundary, meeting the 30’ <br />setback requirement of Zoning Code Section 4-030(1). <br />9. The Planning Commission considered the proposal in accordance with Zoning Code Sections <br />4-030 which requires a Special Use Permit for schools in an R-1 zoning district. <br />10. The Planning Commission reviewed the proposal in accordance with the following Special <br />Use Permit conditions of Zoning Code Section 8-130: <br />a. That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare.
