2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br /> <br />On January 1st at about 6:37 pm Officer Amberg, Officer Riedel and Officer Wakasugi <br />responded to a report of a male who had a rope around his neck in the garage of his <br />home. The Officers arrived and found a 59 year old male from New Brighton hanging <br />from a rope from the rafters of the garage. The male was deceased. He had been found <br />by his wife of about 30 years. She reported that her husband had suffered from <br />depression and alcoholism. The Ramsey County Medical Examiner’s Office arrived to <br />remove the remains and the Ramsey County Chaplain responded to assist the family. CN <br />16000076. <br /> <br />Officer Farmer responded to the 1400 block of 20th Ave NW on a report of a male who <br />had pointed a gun at a female and fled the scene. Officers arrived and interviewed the 20 <br />year old victim who reported that she had been pushed, choked and had a gun pointed in <br />her face by a 30 year old male suspect. The suspect, identified as Lee Jenkins, 30 years <br />of age from St. Paul, stole $1,000 in cash and fled the scene. St. Paul PD later located <br />and arrested Mr. Jenkins at a hotel in St. Paul. He was booked on Assault in the 2nd <br />degree and Robbery. The gun was not recovered. CN 16000665. <br /> <br />On January 17th at about 8:14 pm Officers responded to the 1000 block of 6th St SW on a <br />report of a burglary in progress. The resident, a 26 year old female, returned home to find <br />a screen removed from a window and a light on inside of the home. The resident then <br />observed the garage door open and a suspect exiting the residence. Officer arrived and <br />set up a perimeter. Officer Wakasugi and Officer Amberg observed the suspect running <br />away from the home and they shouted commands to stop. The suspect complied and <br />was taken into custody. The suspect was identified as Joseph Esslinger, 27 years of age, a <br />former resident of the home. Mr. Esslinger was carrying a white bag that contained <br />several articles of clothing. It was later determined that the clothing did belong to Mr. <br />Esslinger and had been removed from a room in which he had previously stayed. Mr. <br />Esslinger was booked for Burglary in the 2nd degree. CN 16000780. <br /> <br />On January 27th at about 4:40 pm Officers responded to a home on a report of a suicide. <br />Officers arrived and found that a 56 year old male had hung himself in the lower level of <br />the home. He was discovered by family and they attempted resuscitation efforts. First <br />responders including Allina also began life saving efforts but the victim did not survive. <br />Det. Lochen responded to investigate and the Ramsey County Medical Examiner’s Office <br />will conduct an autopsy. CN 16001177. <br /> <br />On Friday, January 29th at about 7:19 pm our Police Officers were dispatched to the area <br />of the 600 block of Continental Drive on a report of shots fired. The caller reported <br />hearing and observing shots being fired at a vehicle that fled the area southbound on <br />Continental Drive. It was unknown if the vehicle or any occupant (s) were struck by the <br />gunfire. Investigation revealed that the potential shooting suspect had fled on foot and <br />was now in a home on Continental Drive. An adult female resident of that home was <br />evacuated leaving the male suspect and a juvenile female still in the home. Officers <br />requested assistance from other agencies including the Roseville, Mounds View and St.
