3 <br />Anthony Police Departments as well as the Ramsey County Sheriff’s Office and the MN <br />State Patrol. A perimeter was established and contact was made with the suspect and the <br />juvenile female however they refused to exit the home. Two negotiators from Ramsey <br />County Sheriff’s Office made contact and were able to convince the subjects to exit the <br />home. A nineteen year old male and a sixteen year old female were taken into custody at <br />about 10:30 pm. The home was searched at this time for evidence and two loaded <br />handguns were recovered from the home. No Officers nor the male or female were <br />injured during this incident. Ramsey County Homeland Security and Emergency <br />Management and Allina Medical also assisted at the scene. The suspect, identified as <br />Andrew Bisbee, 19 years of age, was booked at the Ramsey County Law Enforcement <br />Center. The juvenile female was released back to her parent. USE OF FORCE BY POLICE OFFICERS <br /> <br /> It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br /> This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br /> <br /> The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />On January 3rd at about 10:54 pm Officer DeBoer was northbound on Long Lake Rd <br />approaching Sunnyside Terrace when he observed a 2004 Buick Regal southbound on <br />Long Lake Rd at a high rate of speed. Radar indicated a speed of 46 mph in the 30 mph <br />zone. Officer DeBoer conducted a traffic stop on Daisy Court and the driver was <br />identified as Daryl Jorissen, 37 years of age from Fridley. Mr. Jorissen appeared to be <br />under the influence of alcohol with a strong odor of alcoholic beverages, slurred speech <br />and red, watery eyes.
