4 <br />game and stated that he had only consumed three or four beers. Mr. Jorissen failed field <br />sobriety tests and was placed under arrest. A breath test later revealed a .24 blood <br />alcohol content. Due to the high test result, Mr. Jorissen was booked on the enhanced <br />charges of DUI in the 3rd degree, a gross misdemeanor. CN 16000143. <br /> <br />On January 15th at about 9:37 pm Officer Riedel responded to a complaint that a vehicle <br />was blocking a driveway in the 400 block of Old Hwy 8 SW. Officer Riedel arrived and <br />found that a driver, identified as Angela Marie Reed, 40 years of age from Elk River, was <br />in the vehicle slumped over in the front seat of the 1999 Chrysler Sebring. Ms. Reed <br />appeared to be under the influence of alcohol and had a canceled driver’s license. Our <br />DUI Officer, Officer B.J. DeBoer, responded and found that Ms. Reed had to be <br />awakened by Officer Riedel “banging” on the windshield with her flashlight. Ms. Reed <br />smelled strongly of alcoholic beverages and had an open can of beer in the cup tray of the <br />vehicle. Ms. Reed was disoriented and moved very slowly and had slurred speech. <br />When asked how much she had been drinking tonight, she stated “A little bit”. A <br />preliminary breath test revealed a BAC of .239. Ms. Reed was placed under arrest and <br />later agreed to a breath test with a BAC of .21. Ms. Reed had a previous DUI conviction <br />and due to that history and her high test she was booked on the enhanced charges of DUI <br />in the 2nd degree, a gross misdemeanor. Her vehicle was also seized. CN 16000699. <br /> <br />On January 16th at 2:36 a.m. Officer Wakasugi was on patrol when he observed a <br />Chevrolet Impala westbound on I 694. The owner of the vehicle had a canceled driver’s <br />license. Officer Wakasugi stopped the vehicle on I 694 at Silver Lake Rd. Officer <br />Wakasugi detected an odor of marijuana coming from the vehicle and observed particles <br />of a green leafy substance. The driver was identified as Dominic Barry, 31 years of age <br />from Brooklyn Park. Mr. Barry stated that he was just returning from “the Club” and <br />had just smoked “a little weed with his girl”. Officer Wakasugi could also detect a <br />strong odor of alcoholic beverages. DUI Officer B.J. DeBoer responded to continue the <br />traffic stop and found that Mr. Barry had bloodshot, watery eyes. He failed field <br />sobriety tests and was placed under arrest. Mr. Barry refused any other tests. Mr. Barry <br />had two previous DUI convictions and was booked on the enhanced charges of DUI in <br />the 2nd degree and his vehicle was seized. He also had warrants for his arrest to include <br />Felony Domestic Assault, Gross Misdemeanor DUI and Failure to Appear. CN <br />16000708. <br /> <br />On January 20th at 10:33 pm Officer DeBoer was on patrol and monitored a report of a <br />possible drunk driver traveling southbound on I 35W. Officer DeBoer located the <br />vehicle, a 2002 Chrysler PT Cruiser southbound on 35W at Hwy 96. The vehicle was <br />driving erratically swerving across the fog line and onto the shoulder. Officer DeBoer <br />initiated a traffic stop with red emergency lights and then the siren but the vehicle did not <br />stop. The vehicle continued on westbound I 694 past Long Lake Rd and eventually <br />exited onto Silver Lake Rd and came to a stop behind three other vehicles. Officer <br />DeBoer approached the vehicle but the driver was on a cell phone and did not respond. <br />Officer DeBoer attempted to open the door but was unable to do so. When the light <br />turned green, the vehicle continued on through the light to southbound Silver Lake Rd. <br />Eventually Officer DeBoer assisted by Officer Amberg were able to get the vehicle to <br />stop. The driver, who was later identified as Asucena Chevez Marin, 37 years of age <br />from Columbia Heights, continued to ignore the Officers and refused to exit. Officers <br />were able to open the door and using an arm bar hold they were able to remove her from
