2 <br /> <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br /> <br />On May 28th at approximately 7pm Officer Craig observed a vehicle traveling in the area <br />of 10th Street NW and 8th Avenue NW with no license plates and it was speeding. Officer <br />Craig stopped the vehicle and during a routine check of the vehicle registration <br />determined it was a stolen vehicle from a Coon Rapids Car Dealership. The two <br />occupants of the vehicle, Tevin Jay Maurstad 11-06-1994 and Bryan Wesley Sam 05-20- <br />1985, were taken in to custody without incident. During a routine search of the vehicle <br />passenger area officers located a semi-automatic handgun which they determined was a <br />reported stolen firearm from Alabama. Both occupants who had extensive Felony <br />convictions including a 2nd Degree Murder Conviction were taken into custody and <br />booked at the Ramsey County Law Enforcement Center for a Possession of a Stolen <br />Automobile, Possession of a Stolen Firearm, and Possession of a Firearm by an Ineligible <br />Person. 16006986. <br /> <br />On Sunday, May 15th units were dispatched to 649 Old Highway 8 NW for a report of a <br />fire alarm. Crews arrived on scene and after some investigation located a working <br />apartment fire on the third floor. Crews connected to the building standpipe system and <br />made entry to the involved unit. Crews determined a single sprinkler head was <br />containing the fire and they were able to quickly extinguish the remainder of the fire. <br />Crews remained on scene for approximately one hour assisting with water and smoke <br />removal. <br /> <br />On Sunday May 15th at approximately 12:45pm while on the scene of an apartment fire <br />Officer Krebsbach was approached by a male who stated he was involved in a domestic <br />with his girlfriend. Officer Krebsbach, Sgt. Singer, and Officer DeBoer began to speak <br />with the male along with the female resident. During the subsequent investigation <br />officers determined he had been in a physical altercation with his girlfriend and when she <br />attempted to call 911 he took the phone from her and fled from the apartment. He was <br />arrested for Gross Misdemeanor Interfering with Emergency Communications and <br />booked at the Ramsey County Law Enforcement Center. <br />
