4 <br />On May 6th at approximately 3:55pm the Fire Division was dispatched to Long Lake for a <br />report of an overturned boat with one victim in the water. Crews arrived on scene and <br />deployed two rescue boats along with utilizing two bystander boats. The victim was <br />removed from the water and along with a second bystander evaluated by Allina for cold <br />exposure. Fire Division crew’s deployed swimmers in to the water to upright the boat <br />and were able to get it to shore safely. At the conclusion of the call Fire Captain Prasek <br />needed to assist the Ramsey County Water Patrol deputy with unlocking his vehicle <br />which he locked his keys in. <br /> <br />On May 1st at approximately 3:30pm officers were dispatched to I35W at West County <br />Road D for a report of a four car crash. While on scene the passenger of one of the <br />vehicle suffered a cardiac arrest and stopped breathing and did not have a pulse. Officers <br />immediately began lifesaving efforts and were able to regain a pulse and assist with the <br />transport of the patient to Hennepin County Medical Center. 16005593 <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br /> It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br /> This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. Each Police Use of Force Report is reviewed by patrol <br />supervisors to ensure compliance with New Brighton’s Use of Force Policy. <br />
