4 <br /> <br />On August 21st at approximately 1:09am a homeowner in the 600 block of 13th Avenue <br />NW, heard an unknown male, “wailing” in their basement and the homeowner fled out of <br />the house. Officers arrived and established a perimeter around home after determining <br />there was an unknown suspect inside the structure. A K9 was requested to assist in <br />locating the suspect. Officers made entry and located a male, identified as Donis Arnaldo <br />Mejia Paz 1/25/1991, shirtless and rambling about meth. Due to his altered mental status <br />he was transported by Allina medical transportation to Regions Hospital for an <br />evaluation. He was later transported to the Ramsey County Law Enforcement Center <br />after a medical evaluation and booked for 1st Degree Burglary. 1600898 <br /> <br />On August 3rd at approximately 11:53pm officers were dispatched to 574 Old Hwy 8 <br />NW for a report of a robbery that had just occurred. Officers arrived in the area and <br />determined a female attempted to sell ring off of an app called "Letgo". The female and <br />her boyfriend arranged to meet the prospective buyer at EZ stop to conduct the <br />transaction. The suspect arrived and pepper sprayed the two victims and then fled with <br />the ring. The boyfriend chased the suspect and he was pepper sprayed again and punched <br />in the stomach. A perimeter was established and a Ramsey County K-9 was requested to <br />respond to the scene. Officers conducted a search for the suspect, but were unable to <br />locate him. The case remains under investigation. 16010160 <br /> <br />On August 29th at approximately 5:15pm the NBDPS was dispatched to the 2200 block <br />of Old Highway 8 NW for a report of a powerline down and a vehicle crash on the <br />Mounds View border with three people trapped in a vehicle with power lines draped on <br />it. Units arrived on scene and established a safe area and with the assistance of Xcel <br />Energy were able to isolate the power to the area and the occupants were removed from <br />their vehicle. Due to the extensive damage with Public Works was contacted to bring the <br />sign trailer and units established temporary traffic control all night to allow Xcel to repair <br />the power lines. <br />
