5 <br /> <br />On August 5th at 2:30am officers were dispatched to the 900 block of Cessna Drive for a <br />report of a juvenile female who woke up and observed an unknown male in her bedroom <br />who asked her if he could pay her $20.00 to play with her cats. She escorted the male out <br />of the residence and noted the door had been forced open and she told her mother about <br />the incident who called 911. Upon arrival officers established a perimeter and requested <br />the assistance of a Ramsey Count y K-9. Officers began a track of the area and located a <br />male who immediately fled on foot from them. Officers were able to locate the suspect, <br />identified as Samuel Monroe Johnson 07-02-1996, and taken him in to custody. He was <br />booked at the Ramsey County Law Enforcement Center for 1st Degree Burglary. <br />16010231 <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br /> It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br /> This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. Each Police Use of Force Report is reviewed by patrol <br />supervisors to ensure compliance with New Brighton’s Use of Force Policy. <br />
