Ordinance No. 844 includes all comments <br />and feedback from the DNR and City Attorney and is in a form ready for adoption. <br /> <br />Planning Director Gundlach explained various opportunities for public feedback on the proposed ordinance <br />have been provided. Several notices have been mailed all properties lying within the defined shoreland inviting <br />them to a public Open House in September of 2015, as well as invitations for formal public hearings at the <br />Planning Commission. Staff has responded to all inquiries. A public hearing notice has been published in the <br />New Brighton Bulletin every month since February of 2016, inviting the public to the Commission’s public <br />hearings. Lastly, the City’s website has been kept up to date with the latest information allowing the public to <br />follow the process. Staff suggested the Planning Commission reopen the public hearing and recommend the <br />City Council adopt Ordinance No. 844, creating a new Chapter 12, Article 1 to the City’s Zoning Code titled <br />Shoreland Ordinance. <br />Commissioner Danger questioned if the proposed minimum lot size (20,000 square feet) was strictly for new <br />properties. Planning Director Gundlach stated this was the case. <br />Commissioner McPherson asked if the minimum lot size included land going into water or a creek. Planning <br />Director Gundlach explained that she would include this land only when included in the legal description of the <br />property. <br />Commissioner McPherson expressed concern with how slow the DNR has been in providing feedback to the <br />City for the Shoreland Ordinance. <br />Chairperson Nichols-Matkaiti inquired what the effective date of the Ordinance would be if the Council were to <br />adopt the Ordinance on July 26th. Planning Director Gundlach reported the effective date would be Wednesday, <br />August 3rd. <br /> <br /> <br />Motion by Commissioner Miwa, seconded by Commissioner Deick to close the Public Hearing. <br /> <br />Approved 7-0. <br /> <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Murphy, to approve staff <br />recommendation. <br /> <br />Approved 7-0. <br /> <br /> <br />Public Hearing: <br />(A) Ron Broberg and John Ward on behalf of Independent School District #621 requests a Special <br />Use Permit to allow replacement of two existing scoreboards, with new scoreboards being a <br />larger size at Irondale High School, 2425 Long Lake Road. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting consideration of a Special Use Permit to <br />replace the existing baseball and softball scoreboards at Irondale High School located at 2425 Long Lake Road. <br />Two scoreboards would be replaced, both measuring approximately 13’ x 25’, which are larger than the existing <br />scoreboards. Additionally, the baseball scoreboard would be relocated from outside of the right field fence to <br />right center field, outside of the fence. The relocation will allow better viewing of the scoreboards for <br />spectators. The softball scoreboard will be replaced in its current location. Both scoreboards will increase in <br />total height (from grade to top of board), with the baseball scoreboard increasing from 19’ to 23’ and the <br />softball scoreboard increasing from 12’ to 21’.
