B. PREC Chair Election — recommendation for Council <br />MOTION BY COMMISSIONER FIELDS, SECONDED BY COMMISSIONER <br />EISCHEN, TO ELECT COMMISSIONER KUNESH-PODEIN AS CHAIR. <br />MOTION CARRIED. <br />MOTION BY COMMISSIONER MCEATHRON, SECONDED BY <br />COMMISSIONER STENGLEIN, TO ELECT COMMISSIONER FIELDS AS <br />VICE -CHAIR. MOTION CARRIED. <br />C. NBCC HVAC Update <br />Jason Hicks, Assistant Parks and Recreation Director gave the HVAC <br />presentation. <br />PREC members had comments and concerns regarding the solar panels. <br />One comment was that solar panels basically paid for his electricity bill. They <br />are hard to keep clean in the winter. The right LED lighting selection is <br />important. Especially in locations where you may be looking directly into the <br />light such as a gym where there are volleyball players. The suggestion was to <br />actually go and look at the lighting in another location to see if it will work for <br />you. It was also stated that LED does create heat, just a different location, <br />rather than the bulb itself. You do not necessarily reduce your heat loss <br />because it is an LED. When you have any envelope problems, make sure it is <br />taken care of right away. <br />D. NBCC Eagles Nest Update <br />Bill Bach, Facilities Manager, gave the Eagles Nest Presentation <br />PREC members made several inquiries about aspects of the playground, <br />warranties and the process. <br />• PREC members stated they support replacing the Eagles Nest in 2016 <br />(assuming the manufacturer's schedule permits), and if not, then <br />replacement in 2017. <br />• PREC members stated they support that Best Value Procurement <br />process is the best method to select the vendor. <br />• PREC members stated they agreed that they would need to move the <br />PREC Park Tour scheduled for June 1 st to a later date in order to <br />complete the business related to the Eagles Nest Playground purchase <br />and to stay on schedule. <br />• PREC members (who can) will attend a special meeting on June 8 to <br />give their recommendation as to which vendor they feel would be the <br />best choice for the Eagles Nest Playground. <br />VI. Announcements <br />A. Council Report — Council Member Burg <br />• Council Member Burg stated the water conservation is currently set at <br />yellow. Two wells are down for maintenance and completion scheduled by <br />
