J <br />June 14. 2016 Pa8c 3 of 6 <br />COUnellnelrber Strub requested the new business oilers to come forward at this time and introduce <br />themselves to the Council. <br />A representative of American Dream Home improvement Inc. introduced himself to the Council and <br />provided an overview ofhis company, explaining that they worked with families who have storm damage. <br />Gary Solotrick, Curbside Waste, introduced himself to the Council and indicated lie was interested in going <br />door to door to New Brighton residents. <br />Mayor Johnson requested comment fiom staff regarding the Eagle's Nest bids. City Manager Lotter <br />explained the City would be rejecting all bids for the Eagle's Nest due to the fact the City only received one <br />truly qualified bid. He reported the project would be rebid in 2017 in hopes of receiving four competitive and <br />qualified bids. <br />Mayor Johnson was disappointed with the fact the Eagle's Nest would not be replaced in 2016, but <br />understood the recommendation of staff. it was her hope that the City would receive great bids in the coming <br />year to ensure the work was completed. <br />5 Ayes, 0 Nays - Motion Carried <br />Public 14earing <br />Consideration of Resolution approving a Minor Subdivision of 1333 1211i Avenue <br />NW, creating one additional lot for development of a single family home. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 6:40 p.m. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to adopt a Resolution <br />approving the subdivision, subject to payment of appropriate development fees at the <br />time of building permit. <br />City Manager Lotter indicated Assistant Director of Community Assets and Development/Planning Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach explained the <br />applicant is requesting a minor subdivision for 1333 12d, AVE NW, creating one additional lot <br />for development of a single family home. The property is zoned R-1, Single Family Residential <br />and guided in the New Brighton Comprehensive Plan for low density residential. The legal <br />description of the existing property includes approximately five acres or 220,866 SF in total <br />land area. This includes several acres of legally described land that is under water (Long Lake) <br />and additional square footage that lies within the right-of-way boundary of 13t1, ST NW. This is <br />not unusual being the property has a meets and bounds, rather than platted legal description. <br />The applicant originally applied for a Preliminary Plat to extend 12t1,AVE NW to the north and <br />create four lots for a net increase of three homes. Because of cost, the applicant has abandoned <br />this concept with the proposed Minor Subdivision resulting in a net increase of only one new <br />]ionic. Proposed Parcel 1 will contain 37,526 SF or 0.86 acres, less Long Lake 17,008 SF or <br />0.390 acres. This is compliant with the mininnum lot size requirement in Zoning Code Section <br />4-040 of 10,000 SF. No frontage on a public roadway will be provided under this proposed <br />subdivision. Being the current hone is accessed via a private driveway easement; staff has <br />allowed the applicant to pursue that same arrangement with this lot assuring grandfather <br />rights. <br />Public Ilearine <br />1.
