June 14.2016 <br />Assistant Director OfComnurnity Assets and Development/Planning DirectorGundlach reported proposed <br />Parcel 2 will contain 183.340 SF or 4.209 acres, less Long Lake and 1311, ST NW 106,957 SF <br />or 2.455 acres. Proposed Parcel 2 will contain 138 feet of frontage on 131, ST NW. This is <br />compliant with the minimum lot size and lot width requirements of Zoning Code Section 4- <br />040. City Code Section 26-18 outlines which projects are eligible for Minor Subdivision <br />approval verses a Plat. Because this subdivision is of small size and conditions are well <br />defined, only a Minor Subdivision is necessary. As stated in Section 26-18 (1) the City Council <br />shall hold the public hearing after proper published and mailed notice to property owners <br />within 350'. Proper published and mailed notice has been given. As of the drafting of this <br />memo, two inquiries have been received and there are no known objections. The applicant has <br />removed the existing home and two new homes will be constructed on the newly subdivided <br />lots. There are various development fees that will be due at the time a building permit. Being <br />there is a net increase of one new home, a Sewer Access Charge through the Metropolitan <br />Council ($2,485) and a park dedication fee ($1,754) will be due for that lot beyond the <br />customary fees. <br />Councilmember <br />Mayor Johnson asked for additional comments from the public, there were none. <br />Councilmember Strub stated he drove by the property and understood a great deal of Nvork has <br />been conducted on the site. He asked if this work was in conformance with the proposed <br />changes. Assistant Director of Community Assets and Development/Planning Director Gundlach described <br />the grading and home removal that has occurred on the property. She indicated this work has been conducted <br />in order to make way for two new homes. <br />Mayor Johnson asked how long the applicant has lived in New Brighton. <br />Wayne Eck, 1321 12il' Avenue, repotled he has lived in New Brighton forthe last 35 years. He thanked staff <br />for their assistance and guidance with this project. <br />Councilmember Burg questioned the construction timeline for the new home. Mr. Eck stated the excavating <br />wasnow complete. He anticipated the new home would begin construction the first week in July. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to close the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was closed at 6:52 p.rn. <br />5 Ayes, 0 Nays -Motion Carried <br />Council Business <br />None. <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the Cable Commission was going to meet with the Council in <br />worksession this evening. However, this did not make it onto the worksession agenda and staff <br />lost sight of the meeting. He apologized for missing this opportunity, but noted a discussion <br />would be held with CTV on July 12t1i. He explained the Council would be discussing <br />charitable gambling at a Nvorksession meeting in the near future. He then provided the Council <br />with a Minneapolis interconnect and DX update. He discussed several HR changes that have <br />occurred at the City. He asked if the Council wanted to have a public presentation on <br />Stockyard Days at their next meeting.
