lliwmof -nm <br />the city that works for you <br />Council Worksession <br />April 25, 2017 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Brenda Davitt, Jason Hicks, Bill Bach, Chris Wallace <br />Guests in Attendance: <br />Davitt introduced Gina Smith to the City Council noting she was the newest member of the Finance <br />Department. Mayor Johnson welcomed Ms. Smith to the City of New Brighton. <br />I. Ocs Nest kepiacement 1'roiect Ui)date <br />Hicks provided the Council with an update on the Eagles Nest replacement project. He was pleased to report <br />the City received eight different bid proposals for the project from four different vendors. <br />Bach commented further on the plans for the Eagles Nest and discussed the history of the project. He noted <br />the timeline for the project and reported PREC would be reviewing the bids on May 3`d in order to make a <br />recommendation to the City Council. The demolition and reconstruction was outlined, along with the safety <br />guidelines that would have to be followed for the indoor playground structure. He discussed the new heat <br />requirements for the plastic used in playground structures. It was noted a discussion was held with the League <br />of Minnesota Cities and the City was assured their insurance rates would not be increased. <br />Councilmember Jacobsen asked if any other group has installed an indoor playground structure since the new <br />State requirements have been put in place, other than Golden Valley. Bach stated others have been installed <br />and all were being challenged. He explained Golden Valley would be using the results of the ASTM in lieu of <br />following Minnesota State Building Code. <br />Councilmember Burg asked if other states were addressing this matter or if it was just Minnesota. Bach <br />commented on the International Building Code with respect to plastics and sprinkler systems. Hicks believed <br />other states had approved of these same IBC standards. Back commented on the difference between a <br />McDonald's play land and the proposed playground structure at NBCC. <br />Mayor Johnson wanted to ensure the Eagles Nest was still safe for children and was frustrated that the same <br />plastic building material was not still available. He asked what the recommendation was from staff at this <br />time. Bach believed the vendors that have submitted bids were solid vendors and he was optimistic given the <br />City's long-standing record for running the Eagles Nest. He stated an exhaust system was being proposed for <br />the Eagles Nest to assist in removing smoke from the building. Hicks stated staff would continue to work with <br />building officials on this issue to ensure the site was safe for the public. <br />
