Consider Bids and Award Contract for the Replacement of the Eagles Nest <br />Indoor Playground. <br />Motion by Councilmember Strub, seconded by Councilmember Burg to approve Commercial <br />Recreation Specialists proposal for the replacement of the Eagles Nest Indoor <br />Playground. <br />City Manager Lotter indicated Acting Parks and Recreation Director Hicks would be presenting this item to <br />the Council. <br />Acting Parks and Recreation Director Hicks explained the Eagles Nest Indoor Playground <br />Replacement was a competitively bid project that followed the Best Value Procurement <br />process. Proposals were opened for this project on April 24, 2017. Four companies submitted <br />two proposals each, for a total of eight proposals. The Best Value Procurement process is an <br />alternate to a traditional low bid. The process has predetermined requirements and a scoring <br />process that determines the best proposal. In this case, each plan had a 150 maximum points <br />available for award by PREC commissioners, Council liaison and three staff members. Points <br />were averaged and weighted. Staff stated Commercial Recreation Specialists received the <br />highest point total for their plan #1 and came in with a bid of $412,555, which was within the <br />City's budget. <br />Facilities Manager Bach reported the Eagles Nest Indoor Playground was identified to be replaced <br />in 2013 in the Non -Fleet Capital Asset Replacement Program. The current structure was <br />constructed in 2003 with a 10 -year life expectancy. The Eagles Nest Indoor Playground has <br />become a destination for many individuals and groups. In addition to hosting approximately <br />1,000 Birthday parties and groups each year nearly 50,000 individual youth admissions are <br />sold annually with revenues of $4,195,270 since 2004. <br />Facilities Manager Bach stated because safety is a concern to visitors of the Community Center <br />and the Eagles Nest, the sprinkler system will be upgraded during the replacement process. <br />This includes increasing the density of the system in the Eagles Nest as well as reviewing <br />sprinkler head placement to ensure coverage in all areas of the playground. These <br />improvements will be funded from the General Fund and not from the Capital Asset <br />Replacement Fund the playground replacement has been budgeted for. This upgrade will take <br />place the demolition of the current structure and the new construction. <br />Facilities Manager Bach indicated a second safety consideration that is being researched is the <br />potential to add emergency ventilation into the play area. The purpose of this ventilation is to <br />remove smoke and other air pollutants from the area in the event of a fire. The total cost for <br />this safety consideration has not been fully determined at this point. A potential source of <br />funding for this would be the contingency funding of $48,970 that is being held in reserve. <br />Facilities Manager Bach reviewed the structure summary and warranty information with the <br />Council and explained the Department's goal is to maintain the Eagles Nest Indoor Playground <br />as a premier choice for safe indoor play, generate new interest, new business and remain <br />competitive with other recreational or amusement type facilities.
