Consideration of Department of Community Development and Assets Staffing Changes. <br />Motion by Councihnember Bauman, seconded by Councilmember Burg to approve DCAD <br />staffing changes in order to address changing water treatment technologies. <br />City Manager Lotter stated on May 9, 2017 the Council awarded contracts for improvements to the <br />City's water treatment systems including building an addition at WTP 1 that includes the <br />installation of AOP equipment to treat 1,4 -dioxane. The technological updates required to <br />ensure safe drinking water in the City of New Brighton will require specialized training, <br />experience and planning by DCAD staff members involved with water treatment. <br />Assistant City Manager Massopust explained DCAD is proposing changes to its organizational <br />structure in order to meet the new requirements of updated drinking water technologies. The <br />proposed staffing changes are as follows: <br />Chief Water Plant Operator <br />The Chief Water Plant Operator position is being proposed as a new addition to the department. <br />The Chief Water Plant Operator would supervise two employees at the water treatment plant. <br />Staff is proposing that George Springer, currently a treatment plant operator in the public <br />works department fill this role. Due to the increased level of expertise, experience and <br />supervision that is required by this position it has been graded at a Level 10 on the City's 2017 <br />Pay Plan. This position will be responsible for operating new treatment technologies that are <br />innovative and not widely used. As noted in the Financial Impact section of this report, the <br />addition of this position will be paid in full by Army settlement costs and will have no effect on <br />the budget. <br />Water Supervisor <br />The Water Supervisor positon, an already existing position, will experience a few different <br />changes through this proposal. The first is that the minimum requirements of the position will <br />be more stringent. Currently, the position requires that the person filling it possess a `C' Water <br />License. Under the current proposal, the position will now require a `B' water license and must <br />be working towards an `A'. The position will also require that the person filling it have more <br />years of experience in supervision, treatment plant operations and knowledge of a variety of <br />water treatment systems. The impact of these changes to the position has resulted in the <br />position moving from a Level 10 to a Level 11. Jesse Hartman currently fills this position and <br />will be testing next year to receive his `A' license. <br />Page 7 of 9 <br />3.
