June 27- 2017 Page 8 of 9 <br />Street & Sewer Supervisor <br />Under this proposal the supervision and oversight of the street lights and storm sewer <br />operations would come under the Street and Sewer Supervisor (currently called the Street <br />Supervisor). The Water Supervisor position currently oversees the street lights and storm sewer <br />operations of the Public Works Department. This change is being proposed so that he Water <br />Supervisor can now concentrate more on the water treatment operations. This change would <br />result in more supervision, duties and responsibilities in the day-to-day activities of the Street <br />and Sewer Supervisor, thus moving the position from Level 10 to Level 11 on the City's 2017 <br />Pay Plan. Bill Graham currently fills this position. <br />Plant Operator <br />The Public Works Department currently has one plant operator position. This staffing proposal <br />creates another position to bring the total to two. This position, like the Chief Water Plant <br />Operator, would be paid for using Army settlement funds. The additional plant operator <br />position is being created to allow the various positions within the water department to <br />specialize to a degree in the various water treatment systems that are used. <br />Assistant City Manager Massopust reported staff was proposing to make these changes as soon <br />as possible pending Council approval. This will ensure we have redundancy to operate our <br />current technologies and adequately prepare for the new technologies to come online. These <br />potential changes will result in a more efficient, effective and competitive workforce that will <br />be able to continue to provide high levels of service and safe drinking water. Staff reviewed <br />the potential financial impacts of the new staffing model noting which costs would be covered <br />by the army settlement funds and recommended approval of the new positions. <br />Councilmember Burg thanked staff for the thorough report. She then requested further <br />information regarding the pay grades. Assistant City Manager Massopust reviewed the pay <br />grades for each position in further detail with the Council. <br />Councilmember Bauman appreciated the fact that the City would be appointing these positions <br />from within. She asked if any of the current employees were Civil Engineers. Assistant City <br />Manager Massopust reported this was not the case, but rather noted these employees were <br />water operations specialists. <br />Councilmember Jacobsen requested further clarification on the changes being made to the <br />staffing model. Assistant City Manager Massopust reviewed the previous and proposed <br />organization chart for the water operations. City Manager Lotter commented on the joint <br />powers agreement the City would be entering into with the City of St. Anthony. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported staff was working on several remodeling projects this summer at <br />City Hall and at the Community Center. He stated he was anticipating the City would be <br />receiving a counter -proposal from the food shelf for space at the Community Center. He <br />discussed the community engagement opportunities that were discussed at the recent League of <br />Minnesota Cities Conference and explained the City would be working to encourage further <br />community engagement. <br />Gina Bauman <br />Councilmember Bauman reported the EDC would be meeting on Wednesday, July 12th and <br />noted TUV SUD would be holding their ground -breaking ceremony later that afternoon. <br />Commission Liaison <br />Reports, <br />Announcements and <br />Updates <br />
