August 8, 2017 <br />Community Assets and Development Director Schlichting provided the Council with a slideshow on the <br />proposed improvements that would occur at City Hall and commented on the project timeline. Staff <br />requested the Council authorize the Director of Community Assets and Development to enter into a contract <br />with Dering Pierson Group for City Project 17-9, City Hall License Bureau Improvements in the amount of <br />$98,120.72 and to direct staff to work with a national municipal association's purchasing allegiance or <br />cooperative for the procurement of fiimishings for the license counter. <br />City Manager Lotter commented on Finance Director Davin's experience managing the Roseville License <br />Bureau and noted the license bureau would be another way for the City to generate non property tax revenue. <br />Councilmember Strub asked if Columbia Heights or Roseville was benefiting from New Brighton residents <br />renewing their tabs at their license bureaus. <br />Mayor Johnson reported this was the case. She thanked the State for supporting legislation that allowed New <br />Brighton to move forward with the license bureau. <br />Councilmember Jacobsen supported the City pursuing this initiative as it would greatly benefit and offer a <br />more convenient service to New Brighton residents. <br />Counalmember Bauman asked if the City has looked into providing passports and questioned how the <br />license bureau would be signed at City Hall. Finance Director Davin stated she had been in touch with the <br />Federal Government regarding passports and noted this service was more limited. She explained, at this time, <br />New Brighton had not been approved to issue passports. Community Assets and Development Director <br />Schlichting commented on the signage that would be placed on City Hall to direct traffic to the license bureau. <br />Councilmember Burg requested further infomiation on how revenues would change within the license <br />bureau and questioned how many FTE's would be regwred Finance Director Davitt explained the City <br />currently grossed $30,000 annually for driver's licenses. She estimated the City would make $170,000 in <br />2018 and commented on how the Real ID would impact the license bureau. She reported she was leaving the <br />number of FTE's up to Lee, the manager of the license bureau She noted an additional 1.5 FTE's was being <br />requested for 2018. <br />Councilmember Strub encouraged staffto speak with Tnick Country Sales to see if the City could secure their <br />title work at the New Brighton License Bureau. <br />Mayor Johnson requested an update on the State software situation Finance Director Davitt explained the <br />new system was released on July 24' but noted the City could not open the system until July 251'. She <br />described a number of concerns the program has had which was leading to delays for customers. City <br />Manager Lotter clarified that this was a State problem and not a City of New Brighton problem <br />Mayor Johnson thanked stafffor working so diligently on this matter. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to Authorize the <br />Director of Community Assets and Development to enter into a contract with Dering Pierson Group <br />for City Project 17-9, City Hall License Bureau Improvements in the amount of $98,120.72 and to <br />direct staff to work with a national municipal association's purchasing allegiance or cooperative for <br />the procurement of furnishings for the license counter. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Liaison ReportsiAnnouncements and Updates <br />Dean Lotter <br />City Manager Lotter reported staff had a full day of interviews last week for the Park Director <br />position. He was pleased the City received 29 applicants and noted interviews were held for <br />the top five candidates. He described how the City was approaching this interview process and <br />reported the Harry Bruit process would occur on August 16th for the top three candidates. <br />Gina Bauman <br />Councilmember Bauman stated the Cable Commission met recently and was happy to report <br />Comcast has settled their agreement.
