December 13, 2016 Page 10 of 11 <br /> <br />City Manager Lotter indicated Finance Director Davitt and Community Assets & Development Director <br />Schlichting would be presenting this item to the Council. <br />Community Assets & Development Director Schlichting explained an analysis of the City’s water, <br />sewer, stormwater and street lights enterprise operations and their respective capital <br />improvement plans has been completed. The focus of the analysis is to ensure the <br />determination of revenues, expenses and net income is appropriate for operations, capital <br />maintenance and replacement. The City’s water, sewer, stormwater and street lights enterprise <br />operations are each accounted for in their own separate and distinct fund. <br />Finance Director Davitt reported each fund/operation has been established to be financially <br />independent. The revenues of each fund are designed to cover its operating costs, capital <br />maintenance and replacement. Rates are adjusted in accordance with costs. The rate setting <br />process is intended to provide for gradual annual adjustments whenever possible, focusing on <br />the long-term strategy. Each year assumptions are reviewed and adjusted as necessary. The <br />long-term plan then reflects the most current assumptions and financial conditions. Staff <br />reviewed the proposed changes for 2017 in detail with the Council and recommended approval <br />of the 2017 utility rates and charges. <br />Councilmember Burg appreciated the investments the City would be making in its <br />infrastructure through the proposed utility rates and CIP plans. <br />Councilmember Bauman stated while she supported investments in streets and the City’s <br />infrastructure, she did not support the purchase of the Jones Lake property. For this reason, <br />she would not be supporting the proposed utility rates. <br />Councilmember Strub appreciated the impressive vision of the Council and its staff in planning <br />for the City’s infrastructure and utilities. He was pleased that the City was working to reduce <br />its need for outside debt. <br /> <br />4 Ayes, 1 Nay (Bauman opposed)-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Dean Lotter <br />City Manager Lotter reported staff and the DX response team met with the Army last week. <br />Plans for the WTP #1 were reviewed by this group and positive feedback was received. He <br />discussed the work that would be done on TCAAP prior to the site being developed, which <br />included a water optimization study. He stated six Assistant City Manager interviews would <br />be held on Thursday, December 15th. He indicated the Council/Staff team building event <br />would be held on Saturday, January 7th. He wished everyone a very Merry Christmas and <br />Happy New Year. <br /> <br />Gina Bauman <br />Councilmember Bauman reported she attended the Cable Commission meeting where the <br />group discussed the deal with Comcast and a PEG fee shortfall. It was her hope the <br />negotiations with Comcast could be wrapped up in the coming months. She noted Comcast <br />would have a CTV app in the New Year. She commented on how PEG fees would be paid <br />after 2017. She stated the City had used 41 of its 100 CTV hours. She encouraged the City to <br />consider how to better utilize these hours in the coming year. <br /> <br />Brian Strub <br />Councilmember Strub commended Public Safety Director Tony Paetznick on his promotion. <br />He stated in January the Sportsman’s Club would be holding its annual fishing tournament on <br />Long Lake. In additional the 11th Annual Snowshoe Shuffle would be held on Long Lake in <br />February. He reminded the public to never leave candles unattended.
