Debate will be free of insults,
slander, personal attacks and threats.
2.Assume others have positive intentions, even when you disagree.
3.While we will collaborate and aim for consensus when possible, we agree to support decisions
made by the majority. Decisions will be clearly stated, including who is responsible for follow up.
4.Stay focused on the elected official role -- policy, prioritization and citizen representation.
5.Be respectful of one another, and the public process, at all times and refrain from criticizing
others - including Staff - in public. We recognize that Staff works for the Council as a whole, not
the Mayor or any one Councilmember.
6.During official meetings, Councilmembers will speak only when recognized by the Chair; all
Councilmembers (and Mayor) will refrain from interrupting the speech of another
Councilmember or the Mayor.

4
Report prepared by Barbara Strandell
