<br /> <br />follow up with AAA Cooper on their status and would speak with Ehlers regarding a gap analysis. <br /> <br />Benedictine Health Care Center Expansion <br />Gundlach explained she met with Sue Acker several weeks ago, and noted Benedictine is very interested in <br />creating senior housing. She discussed the conversations she has had with Benedictine regarding the proposed <br />senior housing project and which parcels they were hoping to acquire. She indicated the market study in New <br />Brighton shows a very strong need for senior housing. Staff defined the business subsidy policy and <br />application process the City has in place and asked if the Council would consider offering assistance for this <br />project. She reported the City would be under no obligation to offer assistance by allowing Benedictine filling <br />out an application. <br /> <br />Acting Mayor Burg stated she was interested in learning more about the potential project. She understood <br />there was a need for senior housing in New Brighton. <br /> <br />Councilmember Strub supported the City inviting Benedictine applying for a business subsidy. <br /> <br />Councilmember Bauman was hesitant to proceed just because the City had a need for senior housing. She did <br />not want to see the City creating another TIF District just for this project. Gundlach reviewed the application <br />and stated the applicant would have to demonstrate a need for assistance and would have to clearly explain <br />why. She reiterated that the City would be under no obligation by allowing Benedictine to fill out an <br />application. <br /> <br />Further discussion ensued regarding the potential value of the new senior housing development. <br /> <br />Councilmember Jacobsen stated he would not be averse to considering the application, however he would <br />proceed with caution. Gundlach discussed the differences between a regular TIF district and a housing TIF <br />district and stated she would communicate the Council’s hesitation when speaking with the representatives <br />from Benedictine. <br /> <br />Council Delegation Assignments Discussion <br />Lotter requested the Council discuss their delegations for the coming year. He explained the suggestions made <br />this evening would have to be reviewed with Mayor Johnson upon her return. He noted the work session <br />meetings in February and March would be used to address the Commission appointments. <br /> <br />Acting Mayor Burg asked if any Councilmember had a specific interest in a new delegation. She stated she <br />would stay on as the Metro Cities delegate. <br /> <br />Councilmember Jacobsen stated he would serve as the Metro Cities alternate. He stated he was also interested <br />in serving as the Public Safety liaison if the meeting could be moved to Wednesday. He hoped another <br />Councilmember would serve on CPY. <br /> <br />Councilmember Strub indicated he was interested in serving as the Planning Commission and CPY liaison. He <br />commented that his new work schedule was making it difficult for him to attend the 35W Corridor meetings. <br /> <br />Councilmember Strub stated he would serve as the representative to the League of Minnesota Cities and <br />Councilmember Jacobsen would serve as the alternate. <br /> <br />The Ramsey County League of Local Government would remain Mayor Johnson and Acting Mayor Burg <br />would serve as the alternate. <br />
