She commented on the City Manager’s employment
contract. She explained City Manager Lotter was a finalist for a position in another part of the country. This
led her to have a sit down meeting with City Manager Lotter about the opportunities that remain in New
Brighton. She reported that she made a commitment upon becoming Mayor to address the City’s water issue.
This led her to believe the City Manager’s position should be protected, along with knowledge he has of the
situation.
Councilmember Bauman noted the City Manager would now make $144,000 and this amount would be
increased on January 1st of each year. In addition, the City would be putting $5,000 a year into his retirement.
She encouraged the public to review the contract as it differed from the contract previously approved.
Councilmember Jacobsen commented on the Council retreat and invited the public to read through the
summary of this event under Consent Agenda Item 10a.
Mayor Johnson noted she would be reading the City Council Norms of Behavior aloud for the record at the
next Council meeting.

3 Ayes, 1 Nay (Bauman) - Motion Carried

Public Hearing

3.
