Memo <br />To: Mayor and Council Members <br />Manager Lotter <br />From: Bill Bach, Facilities Manager <br />Subject: Eagles Nest Replacement Project Update <br />Date: April 20, 2017 <br />Council authorized staff to advertise for bids and solicit quotes for the replacement of the <br />Eagles Nest Indoor Playground at the March 14 Council Meeting. Proposals will be <br />opened on Monday, April 24. Staff is anticipating receiving proposals from four vendors. <br />After the release of the Eagles Nest Replacement RFP, vendors expressed difficulty <br />meeting specific sections in the Minnesota Building Code. Of the four potential vendors, <br />three have indicated they do not comply with the rigid plastic material requirement of the <br />Building Code. This requirement deals with heat release if there were to be a fire. For <br />reference, the City of Golden Valley currently has a similar project on hold due to the <br />same section of the Building Code. <br />Staff have had discussions focusing around this piece of the code. The information <br />received from the different vendors leads staff to believe that it is technically infeasible to <br />meet the section of the code that addresses rigid plastics. Technically infeasible is <br />language that is in different areas of the Building Code and could be applied in this <br />instance. <br />With that being said, there is a need to provide a safe location and not allow the vendors <br />to utilize materials at their discretion. To help in these areas, the steps below will be <br />followed with safety in mind: <br />1.The density of the fire sprinklers in the Eagles Nest will be increased. This would, <br />in the event of a fire, put more water onto the playground than the current <br />sprinkler system currently provides. <br />2.After a playground design has been approved, the design would be provided to the <br />sprinkler installation company to determine if sprinkler head placement needs to <br />be adjusted or added to ensure the sprinkler system isn’t blocked by a tower and <br />unable to provide water to a fire.
