<br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Authorization for the Mayor and City Manager to enter into a Sub- <br />Grant Agreement with Mateer Properties LLC concerning the City’s participation in the <br />Metropolitan Council’s Water Efficiency Grant program. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets & <br />Development <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Authorize the Mayor and City Manager to sign the Sub-Grant Agreement. <br /> <br />Legislative History: September 22, 2015: The Council authorized staff to make application for <br />a Metropolitan Council Water Efficiency Grant. <br /> <br />February 9, 2016: The Council adopted a Resolution No. 2016-017 accepting a $50,000 Water <br />Efficiency Grant and authorized the Mayor and City Manager to execute the Metropolitan <br />Council Clean Water Fund Grant Agreement No. SG-04406. This approval acknowledged <br />creation of a sub-grant agreement to be executed at a later date. <br /> <br />September 13, 2016: The City Council accepted quotes and awarded the low bidder, M&M <br />Plumbing LLC the contract for toilet replacement in accordance with the Metropolitan Council <br />Water Efficiency Grant program. <br /> <br />Financial Impact: The attached Sub-Grant Agreement ensures the property owner repays the <br />City their portion of the project cost, which is 25%. Under the terms of the grant agreement the <br />City has with the Metropolitan Council (SG-04406), the City is required to fund 25% (or <br />$12,500) under the maximum grant award of $50,000.00, totaling total project costs at $62,500. <br /> <br />The total project costs for 11 toilet replacements with EPA WaterSense toilets at 462 9th Avenue <br />NW are estimated to be $2,684.66. Based on a 75% grant / 25% match, Mateer Properties LLC <br />is responsible to repay the City $671.17, with the grant covering $2,013.50. Under the terms of <br />the Sub-Grant Agreement, the applicant may pay this back via their water bill at 1% interest over <br />a period not to exceed 18 months or in one lump sum. <br /> <br />Explanation: The City was awarded a $50,000 Water Efficient Grant from the Metropolitan <br />Council.
