<br /> <br />Memo <br /> <br />To: Mayor and Council Members <br /> Manager Lotter <br />From: Jason Hicks, Acting Parks and Recreation Director <br />Subject: Parks and Recreation Facility Fees and Charges <br />Date: June 20, 2017 <br /> <br />At the April 25 Council Meeting, Council directed staff to review the building <br />rental rates in order to provide a discount for local community groups. The <br />original discussion was directed towards room reservations at NBCC, but <br />because the actual policy discusses all facilities, all facilities are included in this <br />memo. <br /> <br />The current Facility Use Policy was updated, reviewed, and approved by City <br />Council on December 11, 2007. This edition was updated due to the Mounds <br />View School Board approving a new fee structure for school district facilities. <br />Prior to the current Facility Use Policy being adopted, Community Use Groups <br />were not charged for field or building reservations. <br /> <br />User Group Classifications <br /> <br />One part of the Facility Use Policy is the identification and classification of User <br />Groups. These classifications are used to determine the proper fees and <br />charges for each reservation. The Fee Schedule is set each year as part of the <br />budget process. <br /> <br />Classification of User Groups <br />Class 1 City of New Brighton; City sponsored meetings/events <br /> <br />Class 2 Community groups which have at least 50% New Brighton <br />residents or are approved by the PREC (examples: athletic <br />associations, scouts, historical society, town home associations, <br />booster clubs); School District 621 during school hours; <br />Governmental agencies meetings/events which have a benefit to <br />New Brighton residents. The purpose of the reservation must be <br />directly related to conducting the group’s primary business.
