Community Assets &
Development Department

MEMORANDUM

DATE: July 21, 2017

TO: Manager Lotter
Mayor
Members of the Council

FROM: Janice Gundlach, Asst. Director of Community Assets & Development/Planning Director

SUBJECT: Comprehensive Plan Update – Launch Phase 2 of Community Engagement

At the June 6th City Council work session, Council was presented information regarding feedback
received through the community engagement outreach and how that information was used to amend
the vision and goal statements within the Comprehensive Plan. Council was also provided a memo and
presentation that discussed key concepts and ideas that are being developed for the Comprehensive
Plan update. Following that work session, City staff and Hoisington Koegler Group Inc. (HKGi) revised
the materials based upon Council feedback and met with all City Advisory Commissions to obtain their
reactions and comments. Staff and HKGi met with the following Commissions:

Parks, Recreation, and Environmental Commission: June 22, 2017
Public Safety Commission: July 10, 2017
Economic Development Commission: July 12, 2017
Planning Commission: July 18, 2017

The following are key takeaways from feedback received from Commission meetings:

• Generally, people were in agreement on all of the ideas presented and felt them worthy of
community evaluation and discussion.
• Wayfinding should be emphasized for both internal New Brighton systems and external
destinations (nodes and regional trail corridors).
• Challenge with not having a strong identity was recognized as an issue – concepts presented
could help with that issue.
• The idea of the public market/event space was well received by all groups – some thought
consideration over time of a structure that would enable more year round use would be an
asset.
• Gateway signage to New Brighton would be good – but costly
o Discussed ideas of overpass design or sound wall design on freeways
