• Redevelopment ideas on old Highway 8 were well received for the most part. Discussion items
included:
o What happens with businesses that are currently there and the uses they provide…can
they be retained?
o What is meant by a “road diet” along Highway 8?
o How much development could the concepts accommodate and is there a market for it?
Maybe discuss how it could occur in a phased approach.
o Two approaches – one more proactive (city takes a more active role in facilitating
change – i.e. master planning vs. one more reactive where city re-guides and up-zones
parcel but lets the market place drive the master planning).
• Revitalization along Silver Lake Road
o Exploring both reinvestment and site improvements vs. more intensive infill and
redevelopment seemed appropriate. There was a tendency to think that redevelopment
and infill/intensifying the nodes might not be supported but worthy of discussion.
o Discussion was had on applying the concept of revitalization/reinvestment at other
nodes along Silver Lake Road.
• Many questions regarding implementation, including:
o What funding sources are there for these ideas?
o Are there unique structural/organizational approaches to funding (i.e. “friends of parks”
for example)?
o Volunteer programs to help with the distribution of workload.
o Can we identify the “low hanging fruit” as easy starting points?
o A diagram that shows how the redevelopment process or entitlement process would
help with understanding that “concept” nature of plans and the necessary next steps to
implementation.

Staff is looking for additional feedback and comment from Council regarding this content. To aid in the
discussion, HKGi will provide an updated presentation during the work session. The next step is to
launch more generalized policy and idea cards at Stockyard Days, should Council accept these ideas and
concept for greater public consumption. Staff looks forward to a good discussion!
