<br /> <br /> <br /> <br />Memo <br /> <br />To: Mayor and Council Members <br /> Manager Lotter <br />From: Jason Hicks, Acting Parks and Recreation Director <br />Subject: Parks and Recreation Facility Fees and Charges <br />Date: July 17, 2017 <br /> <br />Parks and Recreation Facility Fees and Charges was discussed at the June 27 <br />Council Work Session. This memo continues that discussion. <br /> <br />Strategic Priority – Non-Tax Revenue <br /> <br />One item that should be discussed is the Strategic Priority related to non-tax <br />revenue. It currently states non-tax revenue will be equal or greater than 40% of <br />general fund expenditures (including debt service). The revenue realized from <br />facility rentals helps to maintain the non-tax revenue at such a percentage. In <br />2017, the combined non-tax revenue for the Parks and Recreation Department <br />(Parks, Forestry, Recreation, NBCC, Golf) is projected to be 44%. Any revenue <br />decrease will reduce the non-tax revenue percentage. <br /> <br />Parks and Recreation Program Participants <br /> <br />Question was asked at the June 27 meeting about charges for teams <br />participating in Parks and Recreation programs, this was for both youth or adult <br />teams. <br /> <br />Youth team schedules are set at the beginning of the season by Parks and <br />Recreation staff. This schedule does include games as well as practices. <br />Coaches may elect to schedule additional practices outside of the original <br />schedule. In that case, coaches have the opportunity to call the Parks and <br />Recreation Offices to schedule a practice at no charge throughout the season. <br /> <br />Adult softball teams have the opportunity to reserve fields for practices at no <br />charge throughout the season. Team managers can call Parks and Recreation to <br />reserve a field for their practice. <br />
