season. Accordingly, Election Judge recruiting, staff training and the fluidity of making the
absentee voting facility changes in 2018 will be vital in anticipation of this.

Personnel Status and Strategy

Polling place staffing levels were adjusted to be closer to the state-wide staffing formula of one
election judge for every 120 potential voters. In 2018, staffing levels will be set the same way.
Absentee voting and the Alternate Absentee Voting Process for each election will be set up, run
and staffed very much like a polling place on Election Day for every day of the 46-day period.

It is expected that the City of New Brighton will not be entering into a JPA amendment with
Ramsey County Elections to process the city’s absentee ballots in 2018. Instead, staff will be
working to recruit a small group of highly skilled election judges and provide them with
specialty training to process absentee ballots with staff supervision.

Strategic Opportunities and Challenges

These changes ensure the continued integrity and statutory compliance of New Brighton’s
election process and ensure New Brighton’s voters have an election experience similar to other
voters in the state. They provide an opportunity for City staff to create a positive government
experience for New Brighton residents and encourage them to become more engaged in our
community by serving as an election judge, serving in a specialty area and/ or participating in the
voting process. These changes also provide a smooth and well-managed incremental transition
for changes we know are coming in future years.
15
